Job Summary:  This position, reporting to the National Director, and working closely with the project managers and the Human Resources and Administration department shall be responsible for overseeing the maintenance and repairs of facilities, equipment’s and plant, as well as general management of the organizations estates. The position holder shall create and implement a strong breakage reporting and repair system, strongly involving the project managers and the administration. He/she is a supervisor for all the maintenance technicians (handymen) at the various locations within the National Association. He provides a monthly briefing to the National Director, on major requirements and developments, planning, costs, problems, also seeking their advice and direction. He/she also provides feedback to the project managers on the state and requirements of their respective facilities / contraction projects.

 

Owing to the large nature of financial resources involved, the position holder shall be expected to be a person of integrity, reliable and committed to producing quality work. He/she is expected to set strong and specific objectives to guide a quality delivery of his work.

 

Key Duties and Responsibilities:

Maintenance and General Estate Management

  • Makes an assessment of all outstanding major repair/ maintenance needs in each location, and plans for needed budgets and timeframes to execute the works.
  • Works strongly to implement assigned or contracted works, caring for timely delivery, quality etc.
  • Prepares and implements a strict schedule in doing a routine visit to each location and in dealing with each handyman in conjunction with project managers an administration
  • Assess buildings and facilities to identify repair and renovation needs in conjunction with the facility heads ensuring that the subsequent repairs are cost effective and of good quality.
  • Identifies major repair needs and makes a detailed plan to carry out quality repair works. He procures needed materials and repair parts following established procurement procedures
  • Develop training systems for the facility users to attain knowledge on how to operate and use basic available tools and machines, safety measures thus ensuring preventive maintenance
  • Assess and develop plans for improvement of existing facilities into usable and valuable facilities.
  • Assess Estate related risks at all locations and provide mitigation measures to management

Procurement of Materials & Contracting services

  • Lead construction contract management.
  • Conduct technical construction assessments.
  • Develop bills of materials/quantity.
  • Provide technical input during evaluation of construction bids/tenders

Budget Preparation and Control

  • Assists project managers by providing them with necessary background information and guidelines for the preparation of annual budgets in line with facility maintenance and developments.
  • Obtain an overall budget framework for maintenance requirements of the National Association, seeking advice of the finance head and the National Director to ensure execution of planned works in a timely manner.
  • Reviews budgets and expenditure on a quarterly basis with project managers, National Director and finance Head.

Supervises the work of the Maintenance Technicians in all projects.

  • Support the maintenance technicians/handymen in obtaining needed materials in time and seeking cost effective sources for securing materials from service providers.
  • Sets standards for quality repair works for the handymen to follow, ensuring that all works meets high quality standards and are done in a timely manner.
  • Provides regular feedback on the performance of each handyman (including quality of work on specific jobs) to project managers, also participating in their performance reviews in conjunction with project managers.
  • Makes detailed visits to projects and up repairs works and newly reported breakages located in family houses, offices etc.
  • Sensitize staff on methods of minimizing breakages and maintenance costs.
  • Support and build the capacity of location maintenance officers on proper estate management.

Other duties

  • Carries out assigned administration duties directly or indirectly related to SOS maintenance procedures.
  • Makes regular visits to all projects to follow up on any assigned tasks an identifying new tasks and producing a filed visit report on any needed actions to be made.
  • Supervises installation of new equipment
  • Safeguarding the management of high-value assets e.g. water pumps, generators, etc.
  • Sensitizes handymen and other staff teams on methods of cost-saving, minimizing breakages, wastage and maintenance of SOS property / Communicate policies, procedures, and any updates to maintenance staff.
  • Efficient management of physical plant, estate and inventory
  • Provide quarterly and annual repairs and maintenance inspection protocol reports and reviews
  • To respond and offer support to any emergencies that may arise from the locations.





Qualifications, Skills and Experience:

  • The ideal applicant must hold a Diploma in construction engineering (Degree will be a plus)
  • Professional Certifications (e.g. CMRP or HVAC certified) are preferred
  • Proven experience as maintenance supervisor or similar role
  • Strong technical knowledge of all building systems (electrical, heating etc.)
  • Strong understanding of health & safety practices and regulations
  • Understanding of budgeting and performance management
  • Excellent planning and leadership abilities
  • God attention to details
  • Excellent communication and interpersonal skills
  • Works well under pressure and meets tight deadlines.
  • Computer literate with capability in email, MS Office and related communication tools.
  • Great time management skills.
