Job Summary: GOAL is currently seeking to hire a Deputy Team Leader – Climate Smart Land management to join our Uganda team to lead a programme on Climate Smart Land Management and Services funded by the British High Commission (BHC) in Kampala and a subcomponent of the Climate Smart Jobs Programme. We are currently at proposal stage and inviting interested and qualified applicants to apply and final consideration will be subject to successful award. The programme will be for 4 years in duration and is expected to begin from April 2022.
The objective of the programme is to preserve, restore and maximise the value of landscape ecosystem in Northern Uganda sustainably and at scale. Focus is on incentivising private sector, individual and community groups to adopt innovative models to deliver this objective. The ultimate beneficiaries of this programme are the households of smallholder farmers in Northern Uganda, who will be able to achieve more sustainable incomes as a result of the intervention. Expected outcomes are 10,000ha of degraded landscape fully regenerated with a forest cover, 2,000ha of smallholder farmer-owned land planted with agroforestry/woodlots and to sequester 1.8 million tons of carbon dioxide equivalent (projection for 10 years)
If you have extensive experience in leading delivery of complex programme and delivery of results and a good understanding of programme risk management, finance, value for money, monitoring, engagement, and learning, than this role is for you.
Key Duties and Responsibilities:
Programme Management
- Lead and support the development of the vision and strategy of the Climate Smart Land Management programme’s portfolio of interventions.
- Support the Team Leader in providing strategic leadership to the full program team to attain program goal and objectives through the PSA / CSO engagement and implementation.
- Guide multiple private sector Actors (PSA) engagements through the Private Sector Engagement (Toolkit) processes simultaneously and make presentations to both internal and external stakeholders when required.
- Lead on grant management ensuring that timelines are adhered to across programmes, finance and systems ensuring appropriate risk management, value for money, monitoring and evaluation , and learning.
- Ensure that all work follows international quality standards and best practices
- Manage long-term and short term consultants to provide quality services and capacity building to the team.
Team Management
- Support team to define the overall program vision, approach and activities, and foster innovations that can strengthen climate smart land management and services
- Support the team to identify, design, and oversee the implementation of partnerships with including on-boarding, co-design and due diligence.
- Systematically gather information and evidence on the partnership’s performance and the project’s impact in consult with technical leads.
- Lead on the preparation of field inputs to the quarterly and bi-annual reports as required by the programme.
- Contribute to establishing a team culture grounded in collaboration, openness, and learning.
- Ensure consistent and effective communications within GOAL, the Program Partners, and externally.
Representation
- Engage in high level representation and presentation of the programme to BHC; the Uganda government at national and district levels; other external working groups and private sector partners.
Qualifications, Skills and Experience:
Essential Criteria
- University degree in a relevant field required
- At least 10-12 years of relevant experience at manager level or above
- Experience in leading delivery of complex programme and delivery of results and a good understanding of programme risk management, finance and value for money.
- Strong people’s management and agile leadership skills are required
- Exemplary communication, organization, prioritization and negotiating skills.
- Demonstrable relationship management and partnerships skills.
- Commendable report writing skill
- Proficiency in Excel and other MS office suit applications.
