About the SIRGE Project:
Strengthen an Innovative System for the Reduction of Greenhouse Gas Emissions and Environmental Impacts of the Nascent Beef Industry in Uganda in Support of Rural Sustainable Transformation (SIRGE)
ATTA with funding from European Union (EU) under the leadership of ACTED, is implementing the above 3-year project, whose objective is to contribute to the climate-relevant, productive, and sustainable transformation of agriculture and food systems in Uganda. Specifically, the SIRGE project aims to foster innovation and access of rural communities and institutions to new technologies for rural transformation through the reduction of Greenhouse Gas (GHG) emissions and environmental impacts of the nascent beef industry in Uganda.
The project is being implemented in a consortium of partners and service providers. ACTED remains the lead agency in coordinating the project implementation alongside ATTA, Uganda’s Climate Change Department (CCD) of the Ministry of Water and Environment (MWE) and four service providers implementing specific components of the project.
One of the objectives of the SIRGE Project under Pillar 2 is to enhance (data interpretation) by the national and regional agricultural architecture to apply development- smart innovation through research in agriculture (DESIRA). To contribute to that pillar ATTA seeks to recruit a consultant to lead the exercise of analyzing the current climate smart practices implemented in the country and their effectiveness to support climate smart policy through development of mitigation options in the livestock sector.
As an entry point the consultant will review Climate smart strategies promoted by MOBIP , GCCA+ ,EU- funded projects and any other climate smart practices identified by technical partners in order to make this review specifically focused on the Climate smart practices under the livestock sector. The desk review will serve as a preparatory phase aimed at mapping existing literature to identify data gaps to guide the second phase of data collection which will focus employ the other tools . Therefore the consultant will have to interact with the relevant Government Ministries, Departments and Agencies, program and projects leads of EU -funded livestock projects and SIRGE project partners.
The consultancy will be carried out under the supervision of and with input from the current SIRGE implementation team under ATTA . The consultant will, therefore, be expected to maintain regular communication with the team and keep them informed at each stage of the iterative process.
Scope of Work : The consultant will build on ongoing and previous assessments reports done by MOBIP , GCCA+ and other donor-funded projects to produce an analysis report on the effectiveness of climate smart strategies in Uganda across the diverse livestock production systems. The Consultant will indicate data needs/gaps for a complete analsyis of an effective climate smart assessment. This work will form the basis for development of mitigation options for the different livestock production practices. Therefore the consulant will design a set of tools which will be used in conjunction with the Livestock body condition assessments to collect and fill data gaps. The analysed data will be used to assess the effectiveness of the current practices and strategies in mitigating the environmental impact of the livestock management. Furthermore, the consultant will look into the available policy option(s) in order to develop mitigation options for the different practices analysed.
Working under the supervision of the existing SIRGE team ATTA , the consultant is expected to:
- Review of past and current projects implement CSA interventions in livestock and identify practices implemented and conduct an evaluation of the practices on their effectiveness in adaptation and mitigation (CSA pillars) with special focus on MOBIP, GCCA+projects
- Develop and set indicators for assessment of effectiveness of climate smart practices in livestock sector.
- Design tools for collection of data to support assessment of effectiveness of climate smart strategies in Uganda.
- Support testing, refinement of tools and collection of data for climate smart practice assessments
- Review and assess policy options and effectiveness of current practices and strategies and develop a policy brief.
- Coordinate with project team and MWE (CCD) and project to develop mitigation options and document them.
- Support in validation of mitigation options developed through a workshop.
- Final products:
- Analysis report of the effectiveness of climate smart strategies in the livestock sector.
- Analysis of effectiveness of Climate smart practices in Uganda livestock sector compared against set indicators of climate smart practices effectiveness assessment.
- Climate smart strategy review and Policy brief from assessment of; policy options and effectiveness of current practices and strategies
- A mitigation options brief (Climate smart agriculture practices in the livestock sectors across the different productive systems in Uganda).
- A validation workshop report.
Consultancy Fee: Based on Consultant proposal and budget available for the consultancy.
Duty Station: Consultants base station
The final deliverables will be reviewed by ATTA team, which is responsible to provide a final approval.
Duration of the Work
- The duration of contract shall be for a maximum of Ninety working days (90 days) .
- The consultant will work closely with the ATTA Project Team and will from time-time submit and share the progress of activities as agreed.
Duty Station
- The consultant will undertake the task mainly with in Kampala using his own premises.
- The consultant is expected to use own computer and other equipment required for the task.
Qualifications, Skills and Experience:
- All suitably qualified candidates should have a minimum of a MSC in Rangeland Management, Livestock or Animal sciences, Extension, agricultural sciences or related fields.
- The successful consultant should have experience in undertaking similar assignments.
- The consultant should be conversant with undertaking comprehensive desk review research with proven analytic skills and knowledge of livestock GHG emission and Climate smart practices
- At least five years of working experience of rangeland management for livestock production , design of climate smart agriculture practices, and policy review in Uganda or similar (and preferably East African) rangeland systems.
