About US:
The Ministry of Water and Environment (MWE) was established in 2007, from the then Ministry of Water, Lands and Environment, following the cabinet decision taken on 15th April, 2007. It has the overall responsibility of the development, managing, and regulating water and Environment resources in Uganda.
Job Summary: Need for increased supervision of activities for the GCF Wetland Restoration Project at District and restored sites, recommended by the High levels heads of project implementation institutions coordinating, monitoring, supervision and reporting of the project activities.
Key Duties and Responsibilities:
- Restoration and management of wetland hydrology and associated catchments.
- Improved agricultural practices and alternative livelihood options in wetland catchments.
- Strengthening access to climate and early warning information to farmers and other target communities.
- Support the development and implementation of GCF Project activities by conducting quarterly work planning workshops with DLGs and Local Councils, in collaboration with the PMU.
- Support the development of SMART indicators for all activities and sub-activities being implemented and measure their impact at site level.
- Undertake monitoring and evaluation of activities and sub-activities identified in the Annual Work Plan and decentralized, site level work plans for each district that are developed on a quarterly basis.
- Identify and train local focal points and volunteers from the community in participatory monitoring and reporting of indicators for activities and sub-activities.
- Conduct regular field visits for collection of indicators identified, along with local focal points and volunteers from the community.
- Support districts in the formulation, incorporation and implementation of relevant District Wetland Action Plans and other relevant activities in other sectors based on the annual and site level work plans.
- Support districts in the implementation of wetland management plans including resource use guidelines;
- Monitor and co-ordinate activities of the local governments, community based groups and associations and other stakeholders in wetland management;
- Provide technical advice, support supervision and facilitate training of local government wetlands personnel on the use of monitoring tools as required, including smartphone and Information, Communication and Technology (ICT) based tools and technologies.
- Ensure continuous monitoring of activities and their impacts as initiated by the GCF Project
- Prepare monthly, and quarterly reports and support the preparation of the Annual Progressive report
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s Degree in Environment Sciences, Natural Resources Management, and Agricultural Sciences.
- A Master’s Degree in Environment Sciences, Natural Resources Management, Agricultural Sciences will be an added advantage.
- At least eight years of work experience in a field related to rural development, livelihoods, ecological restoration, agriculture promotion, and planning or project management.
- At least three years of experience in design and implementation of interventions at the project level and previous successful involvement with, and good knowledge of working with CBOs, I/NGOs and civil society.
- Willingness to undertake regular field visits to different districts in different conditions is required.
- Computer literacy in Microsoft packages (MS Word, MS PowerPoint, MS Excel), is an asset.
- Experiences in managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project management.
- Experience in indicator development, data collection and analysis,data quality assessments, and/or performance monitoring and reporting.
