Job Summary:  In close collaboration with the SPM, the WASH Engineer will be responsible for the technical integrity, operational efficiency, improvements, reporting and development of new technical solutions for International Lifeline Fund’s (Lifeline’s) WASH program and EverFlow social enterprise.

 

Key Duties and Responsibilities:

Operations

  • Planning and preparation of WASH program documents including designs, bill of quantities, technical specifications, conditions of contracts etc.
  • Supervise all hardware activities for the execution of Lifeline’s WASH programs – including drilling and rehabilitation of hand pump equipped (U2) deep boreholes, piped schemes and other rural water infrastructure as needed.
  • Focal technical point of contact for drilling and rehabilitation of boreholes, piped water schemes and other service providers, and for all technical matters in the program with implementing partners.
  • Continuously monitor the effectiveness of the EverFlow preventative maintenance social enterprise and implement improvements in coordination with the EverFlow Business Manager and SPM.
  • Ensure all parties comply with our promises to customers, work processes, data forms, etc.
  • Ensure EverFlow helpdesk (maintenance and repair) tickets are closed properly and that technical and cost analysis of trends is used to improve service quality, reduce downtime and cost of service delivery.
  • Make suggestions to improve and/or document all business processes.
  • Monthly /quarterly/annual reports on program delivery progress and quality including outcomes that meet organisation reporting needs including donor reports, photos, and other documentations.
  • Perform Service Quality Meetings with service providers and EverFlow customer communities.
  • Ensure logistics for the program run smoothly and suggest continuous improvements.
  • Work with private sector to ensure there are sufficient spare parts of acceptable quality available for the program to run smoothly.
  • Keep up to date with changes on regulatory guidelines/policies.

Technical

  • Perform Quality Controls and assurance on all forms received for program activities to ensure they are complete and accurate.
  • Support in the establishment and capacity building of the Hand Pump Mechanics Associations (HPMA)
  • Work with EverFlow helpdesk attendant and contracted hand pump mechanics (HPMs) to review each and every helpdesk ticket, ensure the root cause is understood and addressed and that closure is satisfactory for customer and for prevention of re-occurrence.
  • Analyse and share technical performance indicators with stakeholders (WASH team, HPMs, local government partners as needed, etc.)
  • Keep up to date with technology, processes and any innovation that can improve the WASH program and EverFlow enterprise and share said knowledge with team.
  • Supervise each HPM in the program and provide formative feedback.
  • Host in-house, partner, and customer technical meetings periodically.
  • Educate contractors and suppliers to ensure standards of execution and spare parts are acceptable.
  • Continuously suggest improvements to hardware performance and perceived quality of service, always keeping in mind that our ultimate aim is zero downtime.
  • Ensure all relevant stakeholders are kept current of any updates.
  • Keep all technical documentation and compliance records relevant to the WASH program up to date.

Finance

  • Monitor use, lifecycle and cost of spare parts consumed in the program and make sure they are correctly classified by customer, part type, expense type (repair/overhaul/capex), etc.
  • Suggest improvements that lead to better use of funds to either improve service execution or reduce cost of service delivery and life cycle cost of maintaining pumps.
  • Advise as needed in the procurement of technical products and services.
  • Reconcile community contributions with Lifeline book of records and EverFlow bank accounts.
  • Prepare Technical reports and certificates for completed works and submit to the SPM/Logistics for Payments.

Other Duties Required

  • Liaise with Government authorities, partners and community members at all levels to ensure that ILF delivers its Program in agreed locations, avoid duplication and ensures that the image of the organisation in the community remains respectful and program is running smoothly.
  • Participate in industry meetings, forums, etc. and represent Lifeline and EverFlow to external parties when needed.
  • Contribute to proposals for funding, donor reports, publications, etc.
  • Train/advise staff and contractors as needed to keep a high-quality service.
  • Participate in team meetings as needed.
  • Be service minded while dealing with colleagues and always keep a professional and friendly attitude while collaborating with colleagues.
  • Be attentive to others’ suggestions.
  • Report challenges encountered to the SPM/DBD.
  • Continuously recommend improvements to Lifeline’s WASH program and EverFlow enterprise.
  • Learn from and engage with national and international research partners, such as Stanford University.





Qualifications, Skills and Experience:

  • Minimum of Bachelor Degree in Engineering, preferably water engineering, training in Public Health is an added advantage.
  • Experienced in Engineering design software such as Epanet, AutoCAD/ArchiCAD, Prokons, mWater, ArcMap, Google earth and GIS, and conversant with Microsoft offices and smartphone-based apps.
  • Ability and flexibility to handle high levels of pressure to meet very strict deadlines and critical decision making.
  • Ability to demonstrate a genuine knowledge and interest of the water industry.
  • High integrity, unquestionable character and openness coupled with commitment to good governance.
  • Solution oriented.
  • At least three years of experience in the WASH sector, including experience in piped water supply scheme designs and supervision.
