Key Duties and Responsibilities: Within delegated authority, the Security Coordination Officer will be responsible for the following duties:
- Review and monitor the situation in Ethiopia and neighboring countries with specific regard as to how it relates or may have an impact on the Commission of Human Rights Experts on Ethiopia activities in the region;
- Advise the Experts and the Coordinator with regard to all security-related matters and develop tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of all Team’s activities with special focus on field missions;
- Arrange all security aspects of visits by the Experts as necessary;
- In the context of field visits, ensure continuous mission tracking, whereas he/she is directly involved or by remotely monitoring the movement of mission staff;
- Prepare Security Risk Management for all the locations where the Commission will operate and for each mission separately;
- Ensure that the Commission reaches and maintains full Minimum Operating Security Standards (MOSS), as established for each visited country, in all of its’ activities;
- Be familiar with the Warden system of each mission’s place and ensure staff is knowledgeable about it;
- Make sure that the Commission staff and drivers engaged in driving UN vehicles or rented vehicles for official purposes are fully trained in safe driving procedures;
- Establish working relationship with all other security elements of the UN Security Management System to ensure maximum security coordination;
- Ensure availability, compatibility for each place and proper functioning of security-related communication systems during the missions and all other security-related duties as assigned by the supervisors.
- Perform other duties as required.
Qualifications, Skills and Experience:
- The applicant for the Office of the United Nations High Commissioner for Human Rights (OHCHR) Security Coordination Officer job should hold an advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma or certification from a national police or military academy at officer level.
- A minimum of five (5) years of progressively responsible experience in military, police, security management, preferably in the police or military context or related area is required.
- Three (3) years of experience working in the field, preferably within UN Security Management system is required.
- Experience working on Ethiopia or in the East Africa region is desirable.
- Languages: fluency in English is required.
Competencies
- Professionalism: Knowledge of security management combined with solid background of military or other security specialization and some political and social knowledge of country of assignment; understanding of human rights aspects. Ability to deal effectively with stress factor when encountered in security management. Ability to apply technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
- Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
- Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
