Job Summary:  UNDP is recruiting a Programme Management Officer to manage this project on a day-to-day basis in collaboration with UNDP and all the partners. More broadly, the Programme Management Officer will play the Project Manager role with the authority to run the project on a day-to-day basis on behalf of the Project within the constraints laid down by the Board. The Programme Management Officer is responsible for day-to-day management and decision-making for the project. The Programme Management Officer’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost. At the UNDP Country Office project level, the Programme Management Officer will liaise closely with the Team Leader on coordinating information sharing and cross-over inputs between UNDP projects.

 

Key Duties and Responsibilities:

  • Provide direction and guidance to project team(s)/ responsible party(s), Liaise with the Project Board to assure the overall direction and integrity of the project and Identify and obtain any support and advice required for the management, planning and control of the project;
  • Responsible for project administration, plan the activities of the project and monitor progress against the project results framework and the approved annual work plan and, mobilize personnel, goods and services, training and micro-capital grants to initiative activities, including drafting terms of reference and work specifications, and overseeing all contractors’ work;
  • Monitor events as determined in the project monitoring schedule plan/timetable, and update the plan as required, manage requests for the provision of financial resources by UNDP, through direct payments or reimbursement using the fund authorization and certificate of expenditures and monitor financial resources and accounting to ensure the accuracy and reliability of financial reports;
  • Be responsible for preparing and submitting financial reports to UNDP on a quarterly basis, manage and monitor the project risks initially identified and submit new risks to the project for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log and, capture lessons learned during project implementation;
  • Prepare the annual work plan for the following year; and update the Atlas Project Management module if external access is made available, prepare the Annual Progress Report, and submit the final report to the Project Board and based on the Annual Progress Report and the Project Board review, prepare the AWP for the following year;
  • Identify follow-on actions and submit them for consideration to the Project Board and ensure the terminal evaluation process is undertaken as per the UNDP guidance and submit the final Technical Evaluation report to the Project Board.




Qualifications, Skills and Experience:

  • The applicant for the United Nations Development Programme (UNDP) Programme Management Officer job must hold a Master’s degree or equivalent in Environment and natural resources management, Conservation agriculture, Climate change economics or related fields.
  • Professional Certificates: Prince 2
  • Five years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organizations and national governments;
  • Previous successful involvement with, and good knowledge of, CBOs, I/NGOs and civil society is desired;
  • The Programme Management Officer should possess excellent technical skills in socio-economic research and project performance assessment;
  • Demonstrated experience in monitoring and evaluation of development project activities;
  • Strong communication and facilitation skills with ability to establish good working relationships with colleagues and stakeholders in a sensitive environment and must be able to respond quickly to requests for information;
  • Must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision;
  • Excellent data analytical skills and interpretation;
  • Must have ability to write clearly and concisely, and have sound quantitative skills (managing, analyzing and interpreting data);
  • Experience on project management, good computer knowledge and Proficiency of MS Office;
  • Broad knowledge and understanding of adaptation to climate change; climate resilience would be an added advantage
  • Language: Fluency in written and spoken English.
