Job Summary:  Under the guidance of the Project Manager, the Project Officer is responsible for Project planning, implementation, team management, Project monitoring, evaluation, documentation and reporting, strategic partnerships & collaboration with stakeholders

 

Key Duties and Responsibilities:

Project Implementation:

  • Ensures the appropriate and professional implementation of SUPREME project in the most effective manner possible;
  • Ensure that the Project’s objectives/outputs are achieved according to the work plans and within the contracted project period according to donor guidelines;
  • Ensure that all Project’s objectives/outputs are achieved according to the work plan and within the agreed project period.

Project Planning:

  • Develop project Work Plans, budgets and Procurement Plan for a specific project in the sub program are submitted on time;
  • Build the capacity of project teams on project planning and scheduling.

Develop Activity Strategies

  • Initiate at least one proposal for the sector and participate in proposal development:
  • Provide leadership in strategic partnerships and collaboration with stakeholders and other likeminded partners (PRI, IRRI, UJCC etc.
  • Conduct review and reflection meeting for the project team

Staff Management:

  • Lead and manage Project Assistants by ensuring clarity over plans and priorities, providing supervision, guidance and mentoring, encouraging effective team work and inclusiveness and building a team spirit through regular meetings and events and clear reporting mechanisms for each team member;
  • Agree clear performance objectives for all direct reports in appraisal, and ensuring all team members have appropriately set objectives, and that appraisal are undertaken in a timely manner;
  • Be responsible for staff development, coaching and mentoring to enhance the capacity of staff
  • Ensure that all Project Assistants are aware of and have the capacity to fulfil their responsibilities and functional roles in project implementation
  • Provide regular supervision for all Project Assistant’s to ensure they are on track

Financial management / Budget Monitoring & Control:

  • Develop accurate annual budgets and budget revisions for the project according to standards of the donor;
  • Keep track of all project budgets and ensure that project activities are within assigned budgets;
  • Work with the team to review the financial and management report to track project expenditures and provide feedback to the SPA;
  • Ensuring that the financial implications of plans are fully considered and reflected in the annual budgets;
  • Develop tools for budget tracking and monitoring.

Project Monitoring, Evaluation and Reporting:

  • Work with team to implement a robust M&E System to monitor project performance and ensure an appropriate level of accountability;
  • Ensure that proper mapping is done & information shared on time
  • Liaise with the M&E officer to develop specific M&E Tools and ensure effective deployment and use of those tools.

Advocacy, Gender based violence and protection

  • Ensure the provision of high quality, professional and practical justice, gender-based violence and protection technical support to persons of concern.
  • Ensure that protection information is used to effectively to advocate on important issues within crisis response and longer- term planning for target populations.
  • Ensure that age, gender and diversity approach to protection is consistently applied through community- based protection method.
  • Coordinate community training and awareness creation on human rights with the view of promoting protection of persons of concern.
  • Support to the compilation and analysis of protection monitoring information for sharing with partners and donors.
  • Collaborate with other sectors and implementing partners in order to ensure smooth implementation of protection activities and coordination of efforts.

Other:

  • Undertake other related duties as may reasonably be assigned by the Supervisor





Qualifications, Skills and Experience:

  • The ideal candidate must hold a University Degree in Social Work, Social Sciences, Development studies or other relevant field of study;
  • Three years of experience in Project Management/Community Development programming;
  • Proven knowledge and experience in developing and implementing community mobilization projects.
  • Good problem Solving, Decision Making, interpersonal, Communication and negotiation skills;
  • Fluency in English, both written and verbal; Information Technology (MS Office, Internet);
  • Ability to work under pressure to meet tight deadlines; Good team work with good communication skills; Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
