Job Summary: DAI seeks a Monitoring, Evaluation and Learning Officer for a five-year (2019-2024), US$27 million USAID-funded agriculture intervention. The Feed the Future Uganda Inclusive Agricultural Markets Activity (FtF IAM) works with agro-industry/agribusiness firms, Government of Uganda institutions and agencies, and market actor organizations on creating efficiencies in cross-market functions that enhance systemic changes to sustainably increase incomes and improve the livelihoods of households through agriculture-led inclusive economic growth. The Activity contributes to the Global Food Security Strategy (GFSS) Uganda Country Plan goal of reducing hunger, malnutrition, and poverty, as well as the USAID/Uganda Country Development Cooperation Strategy’s (CDCS) 2016-2021 five- year goal of strengthening Uganda’s systems to accelerate inclusive education, health, and economic outcomes. The Activity works throughout the FtF Uganda Zone of Influence (ZOI), which covers 38 districts spread across three regions of Uganda.
Key Duties and Responsibilities:
- Undertake regular field visits to cross check accuracy of data from partners, and support field data collection exercises.
- Provide data entry into the different contractual information systems and databases.
- Support the MEL Advisor to ensure timely preparation of M&E related progress reports.
- Provide training on paper-based and electronic tools and methodologies to partners and
- Activity staff as needed.
- Provide data analysis in support of periodic reporting and lessons learned.
- Conduct internal and grantee data quality assessments following the USAID Data quality standards.
- Support implementation of the Activity’s learning agenda
- Support the MEL team as needed to facilitate contacts, meetings, or training sessions among others.
- Perform any other duties as assigned by the Monitoring, Evaluation & Learning Advisor.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in a related field.
- At least five years of experience in monitoring and evaluation, data management or knowledge management.
- Experience working with international donor agencies; experience in USAID M&E function with responsibility for data collection and reporting.
- Experience training local partners and staff in M&E and data collection, data management, research ethics and research methodologies preferred.
- Experience conducting qualitative and quantitative research.
- Experience with databases and database management.
- Demonstrated ability to work collaboratively with institutional and private-sector partners and stakeholders.
- Excellent communication skills (verbal and written).
