Job Summary:  The MEAL Officer will provide MEAL  expert advise and support to Oxfam and partner staff  in the South Western Region of Uganda (districts of Kikube, Kyegegwa, Kamwenge and Isingiro), ensuring that  MEAL needs are consistently  and effectively mainstreamed across the different sectors of the programme

 

The position involves working closely with the Humanitarian MEAL Coordinator,  the Area  Manager, Sub Area Managers and the project team. The MEAL Officer will routinely update project teams on project performance and externally communicates with the external stakeholders in relations to joint monitoring, support supervision, mentorship and tracking project performance. The position will also involve communication/coordination with  MEAL contacts for other Oxfam operations in the country to enhance harmonised implementation of MEAL activities and approaches.

 

Key Duties and Responsibilities:

MEAL System development and implementation:

  • Work with Technical Coordinators (WASH, EFSL, DRM, Gender and Protection) and the Humanitarian MEAL Coordinator in developing/ updating MEAL frameworks and data collection tools that can generate the required information on programme indicators
  • Work with the project team in all locations of South-West in implementing MEAL framework and tools
  • Work closely with the Humanitarian MEAL Coordinator and programme teams to ensure that performance indicators are regularly tracked and that program activities are well aligned with the indicators
  • In coordination with Area Manager,  TLs and  Humanitarian MEAL Co ensure appropriate allocation of MEAL resources and budget in Programme proposals and annual plans
  • Provide day to day direct support to Programme team in preparation and reviewing of annual and quarterly Programme plans.
  • Utilise MEAL budgets and ensure timely implementation MEAL activities.

Data gathering, Information management and reporting:

  • Prepare a clear data collection plan in discussion with the technical team and the Humanitarian MEAL Coordinator; ensure that any changes to such a plan are well manage  and communicated in a timely manner.
  • Maintain an updated Programme Indicator Performance Tracker Table (IPTT) and Output tracker, in addition to other report requirements as may be requested
  • Lead on all field data collection exercises (baselines, PDMs, household surveys, reviews and evaluations), data management and analysis; ensuring that sharing of finding with the project teams (in the required format) is timely to inform  adjustments in approaches, indicators or targets where required
  • Support Team Leaders and MEAL Assistants to prepare timely and quality reports for humanitarian  projects (sitreps, donor reports, other stakeholder reports)  in all locations of South west ensuring that such  reports  demonstrate accountability and learning.
  • Take lead in generating management responses from study reports and review meetings for continuous learning and improvement in project implementation
  • Working closely with the Communication team, support the documentation of programme results, impact, best practices and significant changes, and maintain data base of such information (including photos) that can be easily utilised for reporting and sharing with other stakeholders
  • Working closely with the Humanitarian MEAL Coordinator, support dissemination of learnings, reports, publications and participate in learning sessions, and ensure that the lessons learnt are utilized to inform on-going ang future  programming and advocacy.

Accountability:

  • Act as a focal point for Oxfam responsible for facilitating the  set-up of relevant contextualized feedback and complaints infrastructures, mechanisms, and approaches to receive feedback and complaints from beneficiaries (including participating in the UNHCR led Feedback and Complaints mechanism)
  • Participate in the development of information sharing materials/briefs, posters and brochures, and dissemination of Programme information materials to relevant stakeholders, partners and beneficiaries.
  • Collect and manage complaints and feedback in close coordination with Programme team. Track timeliness of response  to complaints  and maintain  an updated  Programme  complaints  tracker
  • Support project teams in strengthening the accountability mechanisms at project level

Capacity building for Oxfam and Partner staff:

  • Train the humanitarian teams and other relevant staff at partners’ level on MEAL concepts and tools (including the use of ICT in data management within the program),
  • Undertake periodic monitoring and technical support visits to partner working areas to assess progress against agreed MEAL system and recommend corrective actions as appropriate.
  • Work closely with partner MEAL team or focal point on overall MEAL issues

Review, reflection and learning:

  • Assist the humanitarian team and partners in documenting lessons learnt
  • Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.
  • Support programme reviews and  learning events at project locations.
  • Delivering any other responsibility assigned by the line manager

Qualifications, Skills and Experience:

  • The applicant for the Oxfam MEAL Officer job should hold a Bachelor’s degree in Degree in Statistics, social sciences/humanities discipline from a recognised university.
  • At least three years practical experience and knowledge in monitoring and evaluation and program management in emergency or development context projects with Monitoring, Evaluation, Accountability and Learning skills.
  • Experience of working in a multicultural team.
  • Knowledge and experience of working in partnerships
  • Excellent coordination, communication and interpersonal skills.
  • Strong commitment to gender equality and social justice.
  • Proven Knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheets/Excel skills.
  • Previous experience in developing UNHCR, EUTF, ECHO, DGD, SIDA project/program donor reports is a MUST
  • Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
  • Experience in and the ability to train people.
  • Commitment to the aims and objectives of Oxfam.
  • Potential and flexibility of attitude to learn.
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
