Job Summary:  The Procurement/Logistics Officer will be supporting the implementation of all Oxygen Task Force activities, ensuring the timely procurement of oxygen related goods, the provision of transportation services, the careful and frequent recording of movements and changes.

 

Key Duties and Responsibilities:

  • Supervising, monitoring, and recording of all oxygen-related stock movement activities consistent
  • Working closely with vendors and the Ministry of Health procurement team to obtain needed materials with particular attention to cost control, quality and timely delivery.
  • Ensuring maximum availability and implementation of controls and monitoring mechanisms for all oxygen logistics assets such as vehicles, oxygen plants, and all other technical items to maximize efficiency and ensure regular maintenance
  • Preparing Oxygen Stock Movement and Fleet reports, as well as a logistics reports.
  • Ensuring appropriate filing of all oxygen related orders to ensure accurate tracking and documentation
  • Ensuring appropriate logistics filing systems to include all equipment manuals, maintenance schedules and Health standard documentation.
  • Following up with logistics of all orders emanating from the Health facilities utilizing order tracking sheet in order to be informed of the status of requests.
  • Participating in regular progress meeting with the Ministry of Health Logistics staff, the partner NGOs and funders, and following up with the action points agreed.
  • Managing of inventory and office equipment
  • Identifying requirements, establishing and maintaining all logistical infrastructures for administration and operations.
  • Identifying, analyzing procurement and transport requirements for oxygen as appropriate.
  • Taking responsibility for movement of all goods and equipment including coordinating with Warehouse Manager, Procurement Manager and Distribution staff to ensure efficient and timely delivery of oxygen
  • Participating in Oxygen Task Force coordination meeting and ensuring coordination with partners and local authorities




Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree in Pharmacy, Public Health, Medicine, Biomedical Health Sciences, Business Administration, Management, Nursing and other related fields from recognized university/ Institutions. Candidates possessing Postgraduate Degree in Medical Logistics and Supply Chain will be an added advantage.
  • Four (4) years progressive experience in Pharmaceutical Services or in Logistics Management. Experience working with Government Uganda Ministries and Institutions is desirable.
  • Must demonstrate good knowledge of the understanding of a Multilateral Donors’ Environment. Should have expertise in Data Analysis of the Health
  • Logistics and high-level presentation and planning skills.
  • In-depth, comprehensive, and evolving knowledge of Health Commodities and Logistics.
  • Ability to assess the requirements of a Project and determine the most efficient and timely logistical options as desired
  • Good computer skills including knowledge of advanced excel software and power point.
