Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Tanzania, Uganda, Ethiopia, Somalia, Cambodia and Haiti. Action Against Hunger-USA has over $92 million in programs, and approximately 2000 staff based in in the various country offices and the three Head Quarter Locations of New York City, Washington D.C, Nairobi. Additional growth is anticipated.

 

Job Summary:  The IGA Field Officer will have overall responsibility of facilitating and implementing all IGA activities, facilitate linkage of IGA with the suppliers and clients along the value chain. He/she will ensure all proposed objectives and targets are achieved concerning IGA activities including Rapid Appraisal of Income Generating activities (IGAs), beneficiary training on business/entrepreneurial skills, financial literacy. The incumbent will ensure regular field visits to monitor activities and conduct timely weekly and monthly reporting.

 

Key Duties and Responsibilities:

Project management

  • Technically support the programme in key technical aspects related to IGAs.
  • Directly train and follow up the targeted beneficiaries on the IGA selected, including business training and financial literacy training.
  • Organize technical training with support of external technical consultant.
  • Monitor, follow up and regularly support each IGA
  • Organize market linkage for IGAs.
  • Organize best performing IGA beneficiaries in groups to strengthen their capacity to interact with other actors of the value chain.
  • Ensure active participation of the various stakeholders and beneficiaries in the project activities.
  • Implement all the planned field based activities in respective areas of project implementation in planned time and coherent manner.
  • Prepare weekly and monthly individual work plans of the IGA team and submit to the program manager.
  • Prepare monthly forecast to submit to DPM
  • Prepare procurement request to submit to DPM
  • Organize material distribution to beneficiaries

Assessment and reporting

  • Participate in beneficiary profiling, beneficiary registration, and base line-end line assessments in liaison with the PMU of the project through technical review and guidance on data collection tools.
  • Document and compile reports on project activities including Monthly & Quarterly donor reports, internal reports (Project Activity Reports (APRs) and activity reports (meetings, and any other activity).
  • Support the establishment of a database for all project activities to regularly monitor and evaluate their activities.
  • Ensure proper data collection for IGA activities.
  • Oversee reporting on IGA related activities progress, success stories and lessons learned during project implementation.
  • Support analysis of the performance of the activities and provide inputs/recommendation on activity improvement.

Capacity Building

  • Contribute to improve IGA implementation, training manual and posters as per thematic area, and Participate in the training of beneficiaries as per the project requirements
  • In liaison with the DPM, Technical supervisor, organise and supervise all project capacity development activities.

Staff Management & Supervision

  • Ensure that staff/persons under your supervision are effectively engaged in their tasks and perform their duties in accordance with Action Against Hunger expectation.
  • Ensure that staff under your supervision follow weekly and quarterly activity work plans.

Coordination & Representation

  • Participate in appropriate activities involving the district technical department : field days, workshops, seminars, agricultural shows, exchange visits and field monitoring visits.
  • Work closely with relevant district departments
  • Participate in internal and external meetings as per the DPM’s guidance and with support of the Base manager.
  • Actively participate in events organized in the refugee and host community setting.
  • Coordinate with other sections of Action Against Hunger and all other stakeholders in the response.
  • As delegated by the DPM, attend interagency & sectoral coordination meetings at the settlements and District level.
  • Attend donor meetings and field visits as required.
  • Preform other duties as assigned from time to time.

Accountability

  • Support M&E team to make sure all data required for project accountability (beneficiary lists, distribution lists, training list…) are properly captured.
  • Support the M&E team to make sure feedback mechanism is in place in IGA activities and all beneficiaries are aware of anti-fraud policies and way to report complaints.
  • Report all fraud cases and fraud risks identified to the field manager and Action Against Hunger country director





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree (honors) in economy, business, marketing, or any other relevant field.
  • A minimum of three years of practical experience in a successful similar position.
  • Previous work with a busy multi-sectoral setting/programming.
  • Previous work in a refugee setting.
  • Strong communication skills (written and oral) in English
  • Ability to exercise sound judgment and make decisions independently
  • Extremely flexible with the ability to cope with stressful situations
  • Excellent reporting skills with good oral and written communication skills
  • Culturally sensitive
  • Fluency in written and spoken English
  • Demonstrated experience and/or personal commitment to promoting gender equality within the work

 

Preferred: Knowledge of the local Area, local context, language is an added advantage
