Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Tanzania, Uganda, Ethiopia, Somalia, Cambodia and Haiti. Action Against Hunger-USA has over $92 million in programs, and approximately 2000 staff based in in the various country offices and the three Head Quarter Locations of New York City, Washington D.C, Nairobi. Additional growth is anticipated.
Job Summary: The Field Coordinator will provide leadership, supervision and support in the areas of programme implementation, Performance Management and staff Development at the base, responsible for the overall management, coordination of the administrative services and liaison with internal and external stakeholders.
Key Duties and Responsibilities:
- Lead overall implementation of programme and operational activities at the base in collaboration with coordination office to effectively deliver high standards of programme interventions in line with donor requirements and Action Against Hunger country strategy.
- Provide substantive analysis/advice of current programme interventions and identify opportunities and areas for improvements according to donor requirements.
- Monitor the implementation and budget utilization of programme/grant funds on a monthly basis in line with donor requirements and Action Against Hunger financial procedures for effective programme delivery.
- Advise management about opportunities, risks, technologies to improve operational design and effectiveness of programmes within the base.
- Manage and supervise field based staff in collaboration with coordination office to build staff capacity, manage staff performance and monitor compliance to Action Against Hunger polices to effectively deliver programs and operational needs of the base.
- Build and maintain relationships with donors, implementing partners, governments and other key stakeholders in areas of operation and create a network of collaboration to positively promote Action Against Hunger programmes in Uganda.
- Represent Action Against Hunger and participate in all sector and partnership engagements at the base for mutual programme collaboration and support.
- Deliver consistent quality of programme services to beneficiaries and service providers across a range of interventions through demonstrated and highly visible programme activities.
- In coordination with Head of program and technical teams, contribute to development of concept notes and fundraising in alignment with Action Against Hunger Uganda’s country strategy.
- Submit monthly activity progress reports to MEAL Coordinator and Head of Program highlighting the progress of implementation and impact of Action Against hunger supported programmes at the base.
- Develop and implement an annual base work plan in collaboration with head of Program to enable the base team to effectively achieve Action Against Hunger Uganda’s strategic goals and objectives.
- Lead in overall reporting of donor funded projects at the base.
- Collaborate with other Action Against hunger Uganda regional teams especially logistics for quick turn round of logistic requirements.
- Follow up and update coordination on the security situation of the base ensuring strong adherence to Action Against Hunger security policies and procedures.
- Review security situation regularly and establish security plan in collaboration with security responsibilities at the base.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in a programme or administrative qualification is desirable, a master’s degree in relation to the above will be an added advantage.
- Experience in coordination of a base and in positions of significant responsibility.
- Experience in security and safety management in unstable environments.
- Ability to manage the day-to-day activities, organizing, training and motivating a multicultural team.
- Solid understanding of the project cycle.
- Ability to manage and implement a mechanism for continuous monitoring of operations in order to increase quality and identify/mitigate risks associated with programs implementation.
- Good communication skills (spoken and written).
- Ability to analyze a situation, its challenges, and make informed decisions; synthesize information and ideas.
- Ability to organize and manage priorities.
- Able to evaluate financial information, logistics, human resources and technical activities.
- Ability to analyze & understand the local context (security, humanitarian, social climate).
- Ability to focus and understand the local cultural characteristics and adapt his/her speech and posture according to all interlocutors.
- Ability to support staff around common issues and improve team performance.
- Able to apply and enforce Action Against Hunger principles and humanitarian values in the field.
