DFCU Bank is a fast growing commercial bank offering a variety of innovative products and services. DFCU Limited was started by the Commonwealth Development Corporation (CDC) of the United Kingdom and the Government of Uganda through the Uganda Development Corporation (UDC) under the name of Development Finance Company of Uganda Limited. Later restructuring brought in DEG (of Germany) and International Finance Corporation (IFC) as equal partners with CDC and UDC, each having a 25% stake in the company. Its objective was to support long-term development projects whose financing needs and risk did not appeal to the then existing financial commercial lending institutions.

 

Job Summary: Reporting to the Senior Manager- Credit Approval, the Credit Manager – Personal and Business Banking will analyze, assess, and approve PBB submissions within a Delegated Approval Authority or recommend to higher authority those outside its limit, and ensuring the credit risk accepted by the bank is of an appropriate standard and structure.

 

Key Duties and Responsibilities:

  • Review and sanction all proposals (new and existing) presented within personal discretion (< USD 50,000) in adherence with dfcu’s internal credit policies, Risk Management Control Document (RMCD) and other required regulations including BoU, FIA and funders.
  • Assessment and recommendation of files outside their discretion to Senior Manager Credit Approval and Head of Credit Approval and SAM in a bid to achieve the bank’s disbursement targets of quality deals.
  • Exercise judgment and discretion in the evaluation and approval/recommendation and decline of higher risk classification credit proposals to manage portfolio quality and income growth.
  • Participate in review of the credit policy to make a robust credit policy tool.
  • Provide support in structuring proposals to minimise risk and ensure full repayment. Timely response on sanctioning of deals and excesses within agreed Service Level Agreements (SLA).
  • Train and coach the Credit Analysts as well as Relationship Managers in credit assessment/ analysis, deal structure, policies and procedures. Conduct road shows on credit underwriting criteria for staff in the Credit value chain to uphold quality of deals booked.
  • Monitor the overall quality of the PB/BB portfolio, through participation in governance meetings.
  • Responsibility for personal adherence to governance, compliance, and lending portfolio controls to ensure compliance to both internal and external regulations.
  • Grow the bank’s Credit Culture and awareness both in Credit and Business.
  • Review and adherence to service level agreements between PB and BB annually to ensure customer get timely feedback on applications.




Qualifications, Skills and Experience:

  • The ideal DFCU Bank applicant for the Credit Manager – Personal and Business Banking job must hold a Bachelor’s degree with bias in any of the following areas: Finance, Banking, Economics, Business Administration or similar degree in these fields.
  • Additional training/professional qualification in Business, Investment and project appraisal, Risk Management, Financial Analysis.
  • Credit Certification.
  • At least five years of experience in a business or banking/financial services environment with at least 2 in Credit risk management /sanctioning.
  • Thorough understanding of dfcu credit policy, FIA, and BOU guidelines on asset quality.
  • Analytical and problem-solving skills.
  • Good communication skills (both oral and written) to allow for effective teamwork and interact with all levels of staff.
  • Computer knowledge (Microsoft desktop products).
  • Basic legal skills.
  • Managerial and team building skills.
  • Ability to work without supervision, driven enough to achieve set targets.
  • Knowledge on PB and BB clients’ behaviour.
  • Awareness of business issues and current economic/market trends.
