Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, health care and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.
Job Summary: The Senior Financial Analyst will conduct comprehensive financial analysis, providing reports and tracking program planning and execution in support to the MUWRP component of U.S. Military HIV Research Program (MHRP) and Emerging Infectious Disease Branch (EIDB) as well as other awards supporting the mission of the Program. Responsible for financial analysis, reporting on individual PEPFAR and its research related projects, development of analyses and financial management reports, and projection of future award performance. Participates in monthly meetings with budget holders and reviews financial award portfolio on a consistent basis as required.
Key Duties and Responsibilities:
- Conducts financial analysis including but not limited to budget vs actual analysis, personnel level of effort analysis, projection analysis, burn rate analysis, and reporting during the life cycle of the project/award. Implement corrective actions as needed to ensure appropriate alignments to budget and projections.
- Analyse and project financial performance on a monthly basis against programmatic execution to ensure alignment of programmatic and fiscal activities, which requires both a financial and programmatic understanding projects/awards.
- Work with Team Leads in funding/revenue analysis to ensure that resources can be appropriately aligned with programmatic requirements.
- Other activities including but not limited to: (1) Advising budget holders of any budget variances or other financial issues of concern and providing recommendations for follow-up actions; (2) participating on program kick-off, standing meetings and closeout meetings identifying and addressing program financial needs; (3) training MUWRP PEPFAR subgrantees staff on financial issues central to MUWRP and develop financial capacity of field staff.
- May perform other duties and responsibilities as assigned or directed by the supervisor. Support the overall program financial life cycle from proposal, budget development, routine monitoring and close out.
- Implement corrective actions as needed to ensure appropriate alignments to budget and projections.
- Monitor the program’s fiscal execution, analysing funding, obligation, and disbursement trends.
- Analyse present and future financial performance on a monthly basis against programmatic execution to ensure alignment of programmatic and fiscal activities, which requires both a financial and programmatic understanding projects/awards. Provide feedback to leadership.
- Provide expenditure forecasts and funding balances based on available data and input from project leads and expected funding increments.
- Assist program staff financial information needs by developing customized financial reports and dashboards.
- Manage a portfolio with a variety of funding sources, each with specific regulations, providing advice on maximizing funding use.
- Communicate and interact effectively with all levels of staff within the organization including Executive Director, Director, Finance and Administration, Finance Manager and project managers.
- Conduct detailed reconciliation of data from multiple accounting, procurement, and award systems.
- Monitor open purchase orders and facilitate the closing process to ensure any remaining funds are returned to the program after the service or product has been received.
- Helps to improve analysis via the use of tools and systems.
- Contributes to finance unit financial policies to document current procedures and updates existing SOPs accordingly, based on changing requirements and conditions. Helps build to support financial management and internal control system.
- Assists with initiating, organizing and completing department tasks.
- Assist with building of new finance models and report templates.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in accounting or related discipline and full qualification of CPA/ACCA
- At least six years of experience is required for this position.
- Knowledge of advanced excel spreadsheet software and Ms Dynamics NAV financial systems
- Ability to structure and perform sophisticated financial projections and analyses;
- Ability to manage time and multiple tasks effectively;
- Ability to assimilate detailed information into the bigger picture;
- Sound business judgment to take appropriate actions;
- Excellent interpersonal skills with strong focus on customer service.
- Must possess strong knowledge of US Federal funds management regulations and Accounting Standards.
