Lutheran World Federation (LWF) Uganda is part of the LWF World Service and we are currently supporting Congolese and South-Sudanese refugees living in settlements in the districts of Kamwenge, Adjumani, Moyo, Kyangwali and Lamwo respectively.
Job Summary: Under the guidance of the Subprogram Manager & DINU/LEWA Consortium Coordination Team, the Project Manager will oversee the day to day management, quality assurance and reporting requirements of LWF Uganda “Development Initiative for Northern Uganda- Livelihoods Enhancement for West Nile & Acholi Regions (DINU- LEWA) Project in Lamwo and Obongi. The Project Manager will supervise Four project Officers, (two Production Officers & two Nutrition Officers) based in Obongi, and Kitgum Subprograms.
Key Duties and Responsibilities:
Project design and Implementation:
- Provides technical and programmatic leadership to ensure quality design and implementation of the project activities and achievement of the project desired objectives, results and indicators outlined in the approved project documents through preparation of periodic project work plans and budgets in conjunction with the other section heads, the Subprogram Manager and Accountant to ensure appropriate utilization of project resources
- Ensures project compliance to organization’s policies, procedures and donor guidelines
- Conduct monthly visits to project sites to assess, verify and document project Implementation against the expected outputs and outcomes stated in the log frame and ensure that donor requirements are met.
- Prepare and submit regular project progress reports to the Sub Program Manager-Kitgum, Team Leader- Obongi and the DINU Consortium Coordination Team and Livelihood Advisor, as and when required and as per the donor reporting requirements.
Project Coordination;
- Takes lead in the coordination of the assigned project in Lamwo and Obongi subprograms with the relevant stakeholders, beneficiaries, LWF Lamwo and Obongi sector heads and project team to ensure efficient execution of project activities in well -planned and timely manner ; in line with the approved project documents and in accordance with donor guidelines as stipulated within the approved project agreement.
- Establishes a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project.
- Foster community participation and cooperation with other likeminded partners including the District Local Governments, other DINU actors, etc.
- Ensures that the project has approved Work Plans, Procurement Plans, Manpower Plans in the subprograms and are submitted on time;
Staff Performance Management:
- Ensures that all staff are aware of and have the capacity to fulfill their responsibilities and functional roles in Project Implementation; Ensures that all staff under the DINU-LEWA Project understand the project, have clarity over plans/priorities and their performance outputs.
- Agree clear performance objectives for all project officers for appraisal, and ensuring all team members have appropriately set objectives, and that appraisals are undertaken in a timely manner.
- Build the capacity of project teams on project planning, teamwork, inclusiveness, scheduling and building a team spirit through coaching, mentoring, regular meetings and events and clear reporting mechanisms for each team member.
- Advise and assist with defining the required team composition and structure for the operational programme in accordance with LWF standard structure;
Budget management:
- Prepares periodic project workplans, procurement plans and budget tracking tools in conjunction with other project participants to ensure appropriate and timely utilization of project resources.
- In close collaboration of with SPA, review financial management reports monthly, cash flow projections, truck budget expenditure and report actual cash flows and variance to Subprogram Manager on a regular basis (Monthly & quarterly.)
- Identifies and resolves any financial management problems which may arise.
Project Monitoring, Evaluation and Reporting.
- In liaison with M&E unit, the Project Manager Designs, establishes and manages appropriate project monitoring, Evaluation & Planning matrix/framework completes and updates the M&E planning matrix based on data collected during monthly field visits and from reports received from DINU Project Officers, develops project monitoring and evaluation tools in close collaboration with the DINU/LEWA Consortium Coordination Team to assess and report on the progress and quality of completed and on-going project activities;
- Ensures that routine field research involving the collection of qualitative and quantitative data is conducted and analyses/compiles the data to measure progress against project objective/results/indicators/activities, to assess project impact on beneficiaries and to make recommendation for appropriate action.
- Prepares and submits interim and final reports as per the cooperation agreement
Others: Perform any other official duties that may be assigned to, by the supervisor or his/her designate.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s Degree in Agronomy, Agriculture, Agribusiness, Nutrition or any other agricultural and or Rural Development related field; A Post Graduate Diploma in Project Planning and Management and Monitoring and Evaluation is an added advantage;
- At least five (05) years of relevant work experience, including experience on Value Chain Development and working with rural development projects at community level; Demonstrated experience in managing partnerships, donor reporting and coordinating complex and sensitive projects;
- Maturity and discretion, ability to work and maintain confidential information;
- Excellent inter-personal and communication skills;
- Strong organizational skills including proven ability to plan and coordinate own work as well as that of others, and ability to meet tight deadlines; identifies priority activities and assignments.
- Good problem Solving, Decision Making, interpersonal, Communication and negotiation skills;
- Fluency in English, both written and verbal; Information Technology (MS Office, Internet);
- Ability to work under pressure to meet tight deadlines;
- Good team work with good communication skills;
- Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
