PATH in collaboration with Uganda National Expanded Programme on Immunization (UNEPI) is seeking a Procurement Officer to support to the Supply Chain Specialist to effectively manage the Supply Function including establishing the annual work plan of the Programme priorities, handling of procurement related activities, expediting supply requests and ensuring the programme meets the pre-set performance measures for funded projects.

 

Job Summary:  The Procurement officer will report to the Procurement and Supply Chain Management Specialist- MOH/UNEPI, with a dotted reporting line to the senior Program officer – PATH. This position will be based in Kampala, Uganda.

 

Key Duties and Responsibilities:

  • Effective and efficient administration of Procurement Services through strategic collaboration and partnership ensuring integrity, accountability, accurate recording system and accurate reporting
  • Maintain a strategic framework for planning and implementation of procurement services for COVID vaccines and related EPI supplies.
  • Coordinate with partners (UNICEF, NMS, NDA among others) for timely delivery of COVID vaccines and related supplies. Liaises with procurement services customers on any assistance that may be required regarding for customs clearance, receipt or in-country logistics of PS supplies to be arranged by the partner.
  • Support in development of new opportunities in procurement of vaccines and related supplies
  • Support COVAX demand forecasting and dealing with requests from Government to support national supply chain system strengthening and capacity building of Partners.
  • Support Partners in procurement services knowledge management, customs clearance, distribution and inventory of supplies and equipment in order to improve supply delivery for COVID vaccines.
  • Effective procurement management in support of operations and programme objectives
  • Support and coordinate procurement planning and forecasting including the implementation of the EPI procurement plan, monitoring and reporting on performance against KPIs, providing technical advice on MOH/EPI procurement policies, rules and procedures, reviewing procurement specifications and administering the process of procurement.
  • Contribution to the Office Business Processes
  • Provide administrative support to the UNEPI procurement and supply chain related activities e.g. identification of training needs and plan training activities in procurement services and supply chain.




Qualifications, Skills and Experience:

  • The applicant must hold a University Degree in Logistics, Business Administration, Management, public administration, or any field directly related courses in supply, logistics, purchasing or contracting.
  • Five years of relevant progressively responsible work experience in supply, logistics, purchasing, contracting and administration and/or other related fields is required.
  • Professional certification in supply chain as Chartered Institute of purchasing and Supply certification (Full membership – MCIPS) or equivalent is desirable
  • Knowledge of institution donor requirements
  • Ability to handle multiple tasks simultaneously with prioritization
  • Attention to details and understanding of supplier’s payment cycles/procedures
  • Problem Solving: Knowledge of approaches, tools, techniques for recognizing, anticipating, and resolving operational or process problems; ability to apply this knowledge appropriately to diverse situations.
  • Interpersonal Relationships: Knowledge of and the ability to effectively interact within and across Divisions, Departments, Country offices in a constructive and collaborative manner.
  • Managing Multiple Priorities: Ability to manage multiple concurrent objectives, projects, groups, or activities, making effective judgments as to prioritizing and time allocation

 

You must currently have legal authorization to work in Uganda.
