Job Summary: The Logistics and Fleet Officer will be responsible for managing all logistic activities essential to the successful implementation of project activities. S/he will manage all ICYD motorized and transport assets, i.e vehicles, motorcycles, generators, and bicycles located across ICYD operational areas in Kampala, Mbarara, Hoima, Mbale, Lira and Jinja. S/he will oversee and supervise activities related to provision and distribution of teaching and learning materials (TLMs), the effective and efficient management of trainings and workshops and will be the focal person for the management of vehicle fleet, and office supplies. The Logistics and Fleet Officer will report to the Logistics Manager.
Key Duties and Responsibilities:
- Oversee and supervise the day-to-day logistics support for planned project events and activities
- Provide direct program support
- Coordinates with the headquarters and zonal office team in the efficient distribution and delivery of TLMs and other inputs to schools and communities and other system recipients;
- Provides logistics for training, including large scale trainings and workshops;
- Manages logistics arrangements for high level and routine project activities, including transport, hotel bookings, conferences, and workshop facilities.
- Driver and vehicle management
- Establishes and implements systems and procedures for the management of:
- Driver and vehicle schedules
- Vehicle rental
- Vehicle Daily Movement log sheet
- Maintenance and repairs of vehicles
- Fuel utilization
- Vehicle inspections
- Monthly vehicle usage reports
- Up to date vehicle insurance
- Complete and update vehicle files at all times
- Security and safety of vehicles and passengers
- Supplies and Stores
- Manages all stores and supplies. Ensures all stores and supplies are tracked with a proper inventory system that tracks all deliveries, issues, balances, and that timely re-ordering takes place to ensure that there is never a stock out;
- Organizes and maintains ICYD storerooms and storage space.
- Supports the Logistics Manager in fixed assets management, as needed;
- Liaises and works with the Logistics Manager, as necessary, for all the above functions;
- Contributes to the design and implementation of the project’s learning agenda and actively participates in Collaborating, Learning, and Adapting (CLA) processes in place within the project;
- Undertakes other associated tasks and duties as assigned by the supervisor.
Qualifications, Skills and Experience:
- The ideal candidate must hold a bachelor’s degree or equivalent degree in a relevant field preferred. Professional certification in transport and logistics will be an added advantage.
- At least five years of experience in logistics (vehicle/motorcycle fleet, warehousing and event management) required;
- Experience working with USAID and PEPFAR funded projects or other donor funded projects is preferred;
- Must be proactive, able to work independently and meet tight deadlines;
- Excellent interpersonal skills to work with staff at all levels in the organization;
- Organizational and leadership skills to manage operations staff and coordinate staff from other units;
- Supervision experience is required;
- Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure;
- Ability to work hands-on, independently, and within teams in a difficult work environment;
- Detail-oriented and organized;
- Experience using computers and software at work, especially email and MS Word (experience with MS Excel highly desired);
- Ability to travel frequently to zones and districts covered by the project.
- Fluency in English is required.
