About US:

The International Institute of Tropical Agriculture (IITA) is one of the 15 Institutes of the CGIAR global research partnerships with headquarters in Ibadan Nigeria. IITA is a nonprofit organization governed by a Board of Trustees and has a permanent office in Uganda. IITA focused primarily on improving cassava and banana-based systems in the nineties. The research focus over the past 5-10 years has expanded to include research on: climate change, trade-off analysis for smallholder livelihoods, Innovation systems and impact pathways, and Institutional and policy dimensions from local to national level.

 

Job Summary:  The USAID Project MEL Officer will strengthen IITA Project and NARO partner MEL capacity. The MEL Officer will support two USAID projects and other climate-smart agricultural projects in Uganda to develop robust and effective MEL systems.

 

Key Duties and Responsibilities: 

  • Establish a robust MEL project framework and AMEL plans in line with USAID MEL and CLA policy and guidelines.
  • Develop MEL tools and protocols and orient the project team and enumerators in their effective implementation.
  • Coordinate baseline, mid-line, and end-line surveys.
  • Contribute to annual project work planning and budgeting, and revisions for donor approvals.
  • Oversee implementation of MEL systems through regular field monitoring visits and tracking of Key Performance Indicators as approved by the donor.
  • Engage closely with IITA HQ M&E to ensure adherence to internal IITA M&E structures and reporting.
  • Coordinate and record quarterly project progress and review meetings with USAID and NARO partners and ensure meetings effectively capture progress against targets, key learnings, resolution of challenges and project risk mitigation.
  • Conduct regular data quality assurance and coordinate USAID DQA meetings and field visits.
  • Track the performance of project activities and outputs against expected results and make recommendations for adjustment of implementation processes to ensure that the project achieves its intended outcomes.
  • Conduct annual online USAID PRS updates and contribute to donor quarterly, semi-annual and annual reporting.
  • Analyze MEL results and identify learning and success stories reporting on qualitative outputs and quantitative MEL results.
  • Establish project MEL oversight, synergies, and alignment and provide capacity building and back-stopping support where required.
  • Regular progress reporting, contributing to internal monthly IITA Hub reporting, monthly/ quarterly/ annual donor technical and financial reports, and trip reporting from all field activities.
  • Contribute to resource mobilization through the development of concept notes and proposals in collaboration with others.
  • Maintain and archive all project data, documentation, and all records in accordance with donor and IITA policy.

 



Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree or advanced degree in Economics, Finance, Business, or a related field.
  • At least four years of experience in designing and implementing results frameworks, developing MEL plans and systems, work plans and indicators, monitoring ongoing programs for USAID or other large donor organizations.
  • Knowledge of the USAID project cycle, agency policies, and reporting requirements
  • Proficiency in MS Office, including Word, Excel, and PowerPoint; knowledge of statistical analysis and data collection software required.
  • Excellent skills in presentation of MEL results and project reports.
  • Experience of project and institutional or company audits.
  • Ability to work under pressure and tight deadlines.
  • Professional-level fluency in written and spoken English.
  • Strong facilitation, communication, presentation, and training skills.
  • Strong interpersonal skills. A great team player! Hard-working, enthusiastic with an energetic disposition.
