About US:
The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity.
Job Summary: Under the direction and supervision of the National Facilitator, the Programme Officer coordinates activities related to Global Fund (GF) grant funded programmes in HIV, TB and malaria administration. The position focuses on administrative integration in the GF requirements.
Key Duties and Responsibilities:
Operations Management
- Create systems and mechanisms for effective management of GF human and financial resources required for GF implementation
- Maintain continuous and accurate/up-dated flow of information between the GF, PR2 and SRs
- Ensure that all GF related financial and HR transactions in the program are processed and accounted for in an accurate and timely manner in the programs
Coordination
- Act as liaison between the GF and the Program Officers in the programs
- Coordinate input from Program Officers in GF Communications Management consisting of communications planning, information distribution, progress and performance report compilation, and stakeholder communications management activities
Management of Office Finances:
- Ensure the strategic and efficient management of office and program financial resources through planning and tracking of available resources, exercising appropriate financial control and ensuring financial policies are met in meeting office management functions
- Prepare and monitor the GF administrative budget and ensure financial transactions are in accordance with the financial rules and procedures
- Propose procedures to improve internal controls and efficiency and respond to audit issues related to the GF unit
Management of Human Resources
- Advise on Human Resource policies and benefits and implement and monitor program HR system including GF staff performance management
- Monitor and evaluate effectiveness of HR processes within the GF and ensure GF office practices and procedures are efficient and, drive changes for improvement where and when necessary
- Ensures the overall effectiveness and efficiency of the HR function within the GF
Asset Management
- Maintain and manage the GF assets and custodian lists including yearly certification including consolidating registers from the Programs.
- Manage the repair process for assets so that control of assets can be maintained (in terms of which assets leave the GF or change hands).
- Check when GF equipment is due for replacing and participate in the disposal of such equipment including performing the necessary preparatory paperwork
Administrative support
- Provide support to the GF team including participation and assistance to preparation and conducting of program meetings, annual reviews and other relevant events.
- Prepare briefing materials as necessary for GF staff to use on official trips, monitoring visits and meetings, etc.
- As the travel focal point of the GF, provide administrative and logistical support, for travel arrangements for the GF teams and MOH program counterparts for all incoming and outgoing missions
Office Management
- Route GF correspondence to and from concerned program staff, attach necessary background information and maintain follow-up system
- Purchase supplies and equipment for office, maintain shared calendar, distribute mail etc.
- Schedule management of GF activities.
Documentation
- Draft correspondence, take dictation and instructions on a variety of program related subject-matters and act as minute secretary to program and other key GF meetings
- Establish and maintain GF files in a systematic order, including archiving closed files and maintain an accurate log of archive files
- Maintain up-to-date list of names, addresses and telephone numbers of GF staff, government officials, SRs and partner representatives
- Compile GF reports
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in ARTS, Social Science, Environmental Science, Business Administration, Public Health, Public Administration, Secretarial studies, Economics or related.
- Post graduate or Master’s Degree is an added advantage
- At least three years of relevant experience in programs with government, corporate institutions or similar reputable institutions.
- Computer literate
- Strong analytical skills

- Excellent leadership skills
- Great organizational skills
