About USAID Project:
In partnership with World Education Initiative/Bantwana, we are implementing the USAID Integrated Child and Youth Development Activity (ICYD) in Kampala District. The Activity aims to ensure Uganda’s children and youth, especially girls and the most vulnerable, are well prepared to lead resilient, healthy, and productive lives.
Job Summary: The Finance Assistant will be responsible for budgeting, asset management and general financial management and reporting.
Key Duties and Responsibilities:
- S/he will maintain a sound financial and project management system which entails entering information on QuickBooks: checks, deposits, transfers, petty cash, bank reconciliations, advances reconciliation, reallocations to ensure up to date cash book at all times and accurate and timely monthly imprests with minimal or no queries
- Prepare payment vouchers for fully approved requests and follow up the accountabilities ensuring they are well supported.
- Ensure staff advances are paid on time, posted well in the system as well as quality accountabilities presented and liquidated and recoveries for nonperforming advances.
- File all documents, payment vouchers and journal vouchers sequentially and maintain an effective filing system scanning all program and financial documents in line with organizational requirements.
- Support payroll preparation and initiate community structure personnel periodic payment in the system and prepare statutory deductions i.e., NSSF, PAYE, LST, WHT and deliver to the respective banks and offices as well as performing bank errands.
- Ensure all the approved mobile money payments are initiated, filed, reconciled periodically and posted in the financial system.
- Work with the Procurement Officer to source for quotations for approved requests with codes for effective and completion of the procurement cycle. Analyze and evaluate them and ensure appropriateness of technical specifications to ensure awards are made to the most competitive evaluated bidders.
- Ensure the project assets are engraved, updated in the register and regularly verified.
- Support and observe the safeguarding culture of ROM, regularly documenting and reporting identified and potential safeguarding issues; Ensuring health, safety, and security in your area of operation, as you promote the vision, mission and the values of Reach Out Mbuya.
- Any other duties assigned by the immediate supervisor.
Qualifications, Skills and Experience:
- The ideal candidate must have a minimum Bachelor’s degree in Business Administration, Commerce, Accounting or any related field.
- At least three years of relevant experience with practical knowledge in accounting and finance in a busy environment.
- Knowledge of USAID regulations and a professional course in finance ie. CPA and CCA will be an added advantage.
- Demonstratable interpersonal and communication skills are key.
- S/he should be competent in computer packages such as excel, quick books.
