Job Summary: Enabel in Uganda in cooperation with the Ministry of Education and with funding from the Government of Ireland is seeking to recruit a Financial Controller to be based at the Enabel in Uganda-Field Office in Moroto and to establish a recruitment reserve for future purposes to be located at the Enabel field offices in Fort portal, Arua and Gulu.
Key Duties and Responsibilities:
- You ensure verification and support to the preparation of budgetary planning and monitoring in order to allow for qualitative budget management;
- You ensure follow-up of treasury operations to ensure that suppliers and beneficiaries are paid correctly and in due time;
- You control the reporting on Grant agreements to ensure expenditure is in compliance with the Grant agreement;
- You manage questions regarding fiscal and social domains to ensure complete and qualitative information on these matters;
- You analyze fiduciary risks, follow-up the internal control and audit action plans in order to put the risks in the spotlight and minimize the impact;
- You lead the team for which one is the hierarchical supervisor in order to have qualified and motivated staff;
- You build capacity of partner entities to contribute to the improvement of their organisation processes, systems and staff competencies.
- The Financial Controller will report to the International Finance and Administrative Officer of the respective projects.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Master’s degree in Finance and Accounting, Business Administration other related financial Management studies;
- Additional Qualification in ACCA and CPA or a Post Graduate Diploma in Financial Management are an asset;
- A Minimum of 5 years’ work experience in Financial Management;
- A Minimum of 3 years’ work experience in Grant Management and donor funds.
- Broad and in-depth understanding of the various aspects of international cooperation (context, challenges, strengths, partners, functioning, etc.);
- You have knowledge in Financial Management policies and procedures, budget management and financial analysis
- You are knowledgeable about the management of grants, donor funds and capacity building of grantees;
- You are familiar in using an ERP-Financial Management tool;
- You are knowledgeable in audit preparation and execution of audit feedback;
- You exhibit leadership skills in managing teams and are able to build relations on the basis of credibility and expertise;
- You show engagement, sense of responsibility and integrity;
- You are flexible and can work in a changing environment;
