THETA – Uganda has been at the forefront of fighting HIV and AIDS in Uganda working at both the National, District and Community level. THETA’s Mission is to improve the health of the most vulnerable members of society by promoting health and preventing disease through capacity building, advocacy and research in partnership with traditional and biomedical health care systems and communities.

 

Job Summary:  The Procurement Officer will conduct and implement all the procurement processes in strict accordance with the THETA Procurement policy and guidelines

 

Key Duties and Responsibilities:

  • Develop, seek approve for and implement a consolidated procurement plan in line with the THETA guidelines.
  • Prepare the specifications, standards, terms of references for the goods, services and works, and any related documentation in line with the user departments and external stakeholders
  • Develop and implement a mechanism for Contracts Management of all Procurements including: adherence to contractual agreements, recommending amendments and extensions of contracts, advising contractual parties on rights and obligations, in line with the approved Procurement Plan
  • Prepare and issue solicitation documents, coordinate and monitor all aspects of bid/proposal evaluations in line with the approved Procurement Plan
  • Develop, recommend and review a procurement strategy, criteria and detailed procedures that are consistent with legal, ethical, value for money practices and the THETA Objectives
  • Negotiate and execute Procurement orders with the senior supplier representatives, within the authorised limit, and submit above-limit cases to the Contracts Committee in line with the Procurement policy
  • Survey markets for the latest trends in technologies and products/services, price, availability and quality; identify, evaluate and exploit any potential for Programme savings or efficiencies in the procurement process
  • Develop and implement a framework for Procurement records management including inputting information in the Price & Quality Reporting (PQR) system, maintain purchasing records, reports and price lists, in line with the Departmental Administration Policy





Qualifications, Skills and Experience:

  • The applicant must hold a graduate qualification in Procurement and Logistics, or Purchasing and Supplies management.
  • Chartered Institute of Purchasing and Supply certification (CIPS Level 4) or another equivalent is desirable.
  • At least two to four years of experience in operations related to procurement management in a project setting
  • Experience in the usage of computers and standard office software packages and knowledge of information management systems
  • Good supervisory, interpersonal and communication skills
  • Ability to interact effectively with various stakeholders
  • Ability to work under pressure and meet deadlines.
  • Familiarity with the operations of projects and donor funding in Uganda.
  • Knowledge of the processes of Global Fund and/or other performance – based funding mechanism.

  • Knowledge of internationally recognized procurement standards and operations used in contracting for a diverse range of goods and services.
  • Knowledge of contract law and expertise in handling complex contract issues.
  • Knowledge of quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing.
  • Ability to shape and influence agreements with requisitioning units and vendors.
  • Ability to apply technical expertise to resolve a range of issues/problems with integrity.
  • Planning & Organizing:
  • Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required;
