Job Summary:  The Response MEAL Coordinator will provide leadership, coordination and technical guidance to World Vision Uganda’s Response Programme including Regional development Programme initiatives in terms of Programme/Project design and planning, monitoring, evaluation, accountability and learning in line with WV policies and standards; including maintaining a robust MEAL system that generates a wealth of MEAL data/information as evidence for accountability and informing decision-making for management purposes, course adjustments, and future designs for the response Programme.

 

Key Duties and Responsibilities: 

MEAL Leadership and coordination

  • Provide proactive and clear functional leadership across WVU Response & Development Programme for development and full coordination of all MEAL processes, practices and learning
  • Develop full, effective cross-functional working relationships for MEAL staff in the region and other functions/sectors
  • Participate effectively with MEAL networks, practitioners and learning/research institutions to access, research, evaluate and promote the best available external practices and resources in MEAL for the response

Programme Monitoring and Reporting

  • Establish and strengthen a robust monitoring system for the response and development programs/projects to increase project effectiveness, efficiency and accountability to internal and external partners and stakeholders
  • Track the response strategy in line with WVU NO Strategy using the established response MEAL systems that provides information on progress being made on each of the indicators in the strategy
  • Prepare and consolidate monthly, quarterly, mid-year and annual management reports for the region in line with the MEAL function
  • Review other agency, government and donor reports and interpret the information summarized in a useful manner to inform management decision making
  • Coordinate with the Information Management unit to store data in both hard and soft form and disseminate appropriate information among respective partners.
  • Analyze program data and periodic reports from different APs and Projects at Regional Level into periodic management reports usable for demonstrating evidence towards progress on National and Response Strategy
  • Lead the quarterly UNHCR Activity Info Reporting.

Partnering, Networking and Collaboration

  • Support engagement with key stakeholders for influence, learning and resource development. Represent WVU in key inter-agency engagements through the following;
  • Engage and build relationships with key partners and government counterparts
  • Engage with donor agencies and other stakeholders, from time to time, as required.
  • Actively contribute to the development and implementation of the Grant Acquisition Business Plan through technical input to grant proposals.
  • Participate in the national Assessment Technical Working Group
  • Lead collaboration and reporting on the UNHCR lead Feedback Response and Referral Mechanism (FRRM).

Capacity Building;

  • Enhance organizational capacity building on MEAL related subjects to improve project efficiency and accountability
  • Provide effective leadership and management to the DME team to function efficiently in meeting the organization’s needs.
  • Oversee implementation of the MEAL systems through regular field monitoring visits and tracking of Key Performance Indicators.

Evidence based Learning and Reflection

  • Promote evidence based learning through undertaking assessments, baselines and evaluations including operations research and documentation for the response
  • Analyze and provide monitoring data generated from MEAL systems and used for management decision making, course adjustments and future designs through reflection and learning forums organized on a regular basis
  • Support all projects in the response in documenting, disseminating innovations, best practices and new research findings related to MEAL
  • Plan for and implement program planning and review meetings in line with the response strategy annual operational plan
  • Take lead on disseminating evaluation findings and track utilization of evaluation findings for the response

Design, Planning and Resource acquisition

  • Coordinate the Annual Review and Planning process for the response
  • Actively participate in designing of grants concepts and proposals and ensure alignment of grants to the response and national strategy. Ensure adherence to minimum standards including World Vision International DM&E standards, values and principles, SPHERE and other sector standards and protocols as well as the mainstreaming of cross-cutting issues (Gender, Environment, Protection, Peace Building, Disability and Christian Commitments)

Assessments, Evaluations and Research

  • Lead and support high quality assessments, baselines and evaluations for the region in line with established LEAP or donor related guidelines in order to promote evidence for informed decision making
  • Support and strengthen adoption and use of Lot Quality Assurance Sampling (LQAS) methodology using Open Data Kit (ODK) or any emerging recommended software for annual monitoring of grants projects outcomes, assessments, evaluations or baseline surveys
  • Take lead of all response research and needs assessments by monitoring the changing needs of target communities, identifying opportunities in line with WV Uganda mission & strategy
  • Monitor and follow up on utilization of recommendations from evaluation surveys across Programs in the region
  • Conduct meta evaluations of all completed program evaluations to establish key learnings and recommendations to inform future evaluations

Data Quality Assurance

  • Lead periodic data quality assessments to ensure validity, integrity, precision, reliability and timeliness of all performance data; identify any deficiencies and suggest corrective actions
  • Provide technical support to technical leads in the response on integration of the strategy into ongoing or new programs/projects in the response
  • Track timely implementation and reporting of program and or project plans for the response and provide timely data to inform management decisions
  • Provide technical review and input to all MEAL deliverables in the response across all projects

Information Management Systems

  • Provide technical guidance to MEAL teams in the response in line with utilization of MIS systems such as Horizon, GIS, OVC databases, WASH MIS, Automated Database etc.
  • Roll out partnership initiatives from Global Centre such as Horizon, GIS etc. in the response
  • Provide meaningful data summaries and visualization to demonstrate impact of WV interventions in the response
  • Support application of statistical software for results based monitoring and evaluation such as SPSS, EPIDATA, EPIINFO, STATA, GIS, ODK etc.





Qualifications, Skills and Experience:

  • The ideal candidate for the World Vision International Response MEAL Coordinator job should hold a Master’s degree in Monitoring & Evaluation, Statistics, Public health, Demography, Biostatistics, or a related field is required
  • At least eight years or more experience in MEAL and 3 years management experience. Previous working experience with grants (preferably with USAID, GAC, UNHCR, UNICEF)
  • Being a member of the Uganda Evaluation Association or any other Evaluation Association is an added advantage
  • Technical skills: academic and/or direct programming experience and expertise in relief and or development work from at least two of the following areas; MNCH, HIV/AIDs, nutrition, WASH and communicable diseases (including malaria and water-borne diseases)
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome/ impact indicators. Relevant field experience in humanitarian assistance and development, monitoring and evaluation of community-based projects especially in a refugee context.
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable.
  • Knowledge of designing and managing M&E systems at a national level for effective generation of monitoring data used in tracking Programme and improved service delivery and support related to development programming
  • Experience in designing M&E methodologies and tools, indicator and logframe development.
  • Excellent command of MS Excel, and working knowledge of at least two statistical data management packages/software’s (quantitative & qualitative) e.g., SPSS, Nvivo/Nudist, EPIINFO, STATA etc.
  • Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming is desirable
  • Proactive personality, self-driven and strongly motivated.
  • Capacity/potential in leadership, relationship management/networking, and coordination
  • Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
