Job Summary:  The Wash Officer Sanitation will take lead on planning and rolling out WASH behavioral change activities, community mobilization, and sensitization of targeted beneficiaries on Hygiene and sanitation activities in the settlement in collaboration with the team and under the management of the PM. The officer will also take lead in overseeing household latrine construction support activities and WASH kit distributions. The WASH officer – Sanitation promotion will supervise 2 community-based Hygiene Agents (CBHA) and 23 hygiene promoters.


The WaSH Officer-Sanitation Promotion role’s purpose, engagement and delivery is the the focal point for the implementation of WaSH. The officer will take lead on providing overall technical and programmatic support for the planning, implementation, management, and monitoring of household latrine, slab and other construction works.


Key Duties and Responsibilities: 


  • Program Manager: Direct line management
  • Field Coordinator: Collaboration and exchange of information on relations with Government
  • Institutions at the district level, operational and security issues
  • Other Program Managers: Exchange of information and coordination (integrated approach)
  • Technical Coordinators (FSLR/WASH plus NUT): hierarchical relationship – technical support – exchange of information
  • Beneficiaries: Information sharing, Sensitization.
  • Local governmental and non-governmental partners: exchange of information, coordination, training, supervision, influence on the choice of technical options
  • OPM, UNHCR: updates and collaboration of implementation, information sharing.
  • Local representatives of international aid organizations: exchange of information
  • Donor representatives: hosting field visits, exchange of information


  • Participate in all program assessments and researches on Behavioural change and project implementation
  • Support the PM to identify household’s sanitation needs and design appropriate WASH approaches, HESAN promotion topics, sessions and BCC materials.
  • Capacity building of CBHAs and Hygiene promoters on basics of hygiene promotion/education, methods/approaches, communication and facilitation skills and mobilization of communities to adopt ideal sanitation activities and improved Household sanitation; includes proper documentation on training (list of trainees, training reports)
  • Training of local youth artisans on the fabrication of dome slabs and latrine construction
  • Training of youth groups on HH latrine construction to support PSN beneficiaries.
  • Technically Support CBHAs to prepare detailed implementation plans for community mobilization, and sensitization and monitoring latrine construction and use and other HESAN practices with APM support
  • Take lead in all community participatory WASH sessions geared at the promotion of good sanitation practices.
  • Conduct supervision visits to CBHAs, households’ visits to ensure implementation of sanitation activities in adherence to planned approaches and methods.
  • Produce daily/weekly site visits and activities to be integrated into the overall project reports compiled by PM.
  • Ensure timely fabrication of slabs by masons groups in adherence to technical specifications and organize the distribution of slabs to targeted PSN.
  • Ensure timely household latrine construction by the Youth groups in PSN households.
  • Support the CBHAs to ensure collection and compilation of monthly HESAN data with support from the M&E officer and provide reports on achievements against work plan milestones to APM. Prepare all beneficiary lists and distribution lists related to sanitation activities
  • Ensure coordination with other stakeholders, in collaboration with Assistant Program Manager
  • Manage CBHAs and conduct an appraisal. Ensure adherence of staff to Action Against Hunger regulation and procedures.

Qualifications, Skills and Experience:

  • The applicant must hold a Degree/Diploma in civil or water engineering (technical level)
  • At least two years of working knowledge and experience in hygiene and sanitation promotional activities
  • Clear Understanding of key Health and hygiene issues especially in emergencies (camp settings) with multiple ethnicities
  • Good knowledge of the intervention area/s and local economy.
  • Experience in working with hygiene promoters CBHAs and CBMS
  • Knowledge and experience with latrine and slabs construction and other construction works.
  • Knowledge on Autocad and Arch card design programs
  • Proven experience in community mobilization and facilitation
  • Excellent communication skills (written and oral); English is required
  • Knowledge of a local language (Swahili, Lunyoro, Lunyankole, French.) Knowledge of Kinyabwisha/ Kinyarwanda/ kigeregere will be an added advantage
  • Good computer skills including Excel, Word
  • Possession of a valid Riding license and be willing to ride a motorcycle.
