Job Summary:  The Program Officer will assist the Area Manager to effectively achieve program goals and deliver on its outputs and work plan for Kyaka II. Working under the direction of the Area Manager, the Program Officer will ensure the achievement of set objectives in relation to the FCA Kyaka program and will be responsible for ensuring overall planning, implementation and management of program activities in Kyaka II.

 

Key Duties and Responsibilities:  

  • In conjunction with the Area Manager, coordinate and execute program activities in timely and accurate manner
  • Assist in preparation of grant proposals, budget preparation and expense management activities for all projects under your supervision
  • Develop new approaches and innovations to improve overall program performance especially in relation to both Humanitarian and development projects and any other assigned program responsibilities
  • Support project officers, manage and monitor project activities and prepare reports to head office in time.
  • Provide guidance and maintain frequent communications with program team and key stakeholders.
  • Build capacity of program Team through studying, sharing and guiding the respective program team on the relevant internal and donor policies, best practices, standards and recommendations for quality planning and execution of program activities
  • In respect of the projects, conduct program reviews, analyze, troubleshoot program challenges and prepare reports to management.
  • Participate in new business acquisition activities including being part of proposal development teams aimed at resource mobilization.
  • Represent FCA in coordination meetings and workshops relevant to your overall responsibilities and as may be assigned by the supervisor.
  • Closely work with the M&E team to design relevant data collection tools, agree on program monitoring strategies, prepare for evaluations, learning and dissemination program outcomes to relevant stakeholders
  • Track financial performance of the different projects and ensure monthly BCR are reviewed and costed accordingly.
  • Conduct regular project reviews for all projects and ensure implementation is on track and in line with the donor requirements and guidelines.
  • Ensure that end of project evaluations are planned and executed on time.
  • Participate in coordinating external visitors; including preparing itinerary and conducting field visits with them.
  • Prepare periodic work plans and budgets in liaison with the Area Manager
  • Make regular field visits to project sites within the Program area to assess progressing made and advise on any remedial steps that needs to be undertaken.
  • Performs any other duties that may be assigned from time to time by the Area Manager or his/her designate.





Qualifications, Skills and Experience:

  • The ideal candidate for the Finn Church AID Program Officer job must hold a Bachelor’s degree preferably in Project Management, Social Sciences, Education, Development Studies, Social works and administration, or Business Administration. Postgraduate qualifications in Project Planning and Management and Humanitarian Studies is an added advantage.
  • Experience in refugee context, humanitarian minimum standards and approaches
  • At least five years of work experience in similar setting especially refugee operations
  • Excellent communication, writing and analytical skills
  • Excellent team management and budget management
  • Experience with major institutional donors and UN partnerships (ECHO, UNHCR, PRM)
