Handicap International Federation (operating under the name Humanity & Inclusion) is an independent and impartial aid and development organisation working in situations of poverty and exclusion, conflict and disaster. Since November 2018, HI has been implementing an innovative 3D printing and telerehabilitation project in the Rhino Camp Settlement in West Nile, Uganda, to address refugees’ unmet rehabilitation orthopedic device needs with physical and functional disabilities. The funding of the current project was concluded in June 2021. However, the need for assistive technology among refugees and host communities remains extremely high.

 

Therefore, HI with funding from Symphasis Foundation, is due to implement the second phase of the project seeking to provide orthotic and prosthetic devices to more refugees with disabilities expanding coverage to the Imvepi Settlement. It is a one-year project starting in July 2021 through June 2022. The second phase will also build capacities of local orthopedic and physiotherapy professionals, and stregthen collaboration with the Ministry of Health (MoH) supporting the definition of Technical Standards for 3D printing. It will build on the existing partnerships with two local hospitals (Arua Regional Referral Hospital and CORSU Hospital) and the established infrastructure. Furthermore, this 2nd phase will conduct a comprehensive research on a cost-benefit analysis of 3D printing technology in service delivery.

 

The Goal of the Project is to Improve access to rehabilitation care for the refugees with disabilities through the digitalization of healthcare pathway combined with additive production (orthotics) in Uganda

 

The Specific outcome is “To develop effective digital solutions combining tel rehabilitation, Computer Added Design-

 

Computer Added Manufacturing (CAD-CAM), and 3D printing to provide and increase access to orthotic devices for use in emergencies and remote settings.

 

Key Duties and Responsibilities:  Under the supervision of Regional MEAL Manager and in direct coordination with the Technical Project Manager, the MEAL officer will:

Responsibility 1: Spearhead the development and implementation of MEAL Framework in settlements.

  • Contribute to the development of MEAL systems and processes, by implementing the MEAL framework and procedures working closely with the Technical Manager.
  • Support project team develop project management tools (PM Box, mapping of actors and required databases) in close collaboration with the TM.
  • Actively contribute to the design and execution of situational analyses, baseline surveys, follow up assessments and special research related to the project.
  • Ensure M&E tools, especially data collection tools, and processes are understood and used accordingly by project staff.
  • Ensure team adherence to the project specified monitoring and reporting requirements.
  • Analyze data for accuracy; flag validation and quality issues, and contribute to system fixes.
  • Participate in the development and implementation of HI’s accountability processes
  • Contribute to planning and execution of knowledge management processes as required

Responsibility 2: Ensure strict project monitoring in relation to expected targets and objectives.

  • Contribute to monitoring the relevancy of the interventions in relation to HI’s mandate with donor, and approaches used and the context of intervention.
  • Keep track of the project monitoring and evaluation schedules and strict adherence to specified procedures.
  • Maintain use of existing indicator tracking tools: develop databases and tracking templates as needed to demonstrate the effectiveness of project interventions.
  • Undertake regular visits to field locations to support execution of required monitoring and evaluation tasks and processes.
  • Establish a good communication and collaboration with project staff towards a sound project monitoring of intervention outputs.

Responsibility 3: Actively contribute to MEAL Data Management

  • Collect good quality monitoring data in a timely manner and organize data collected for reporting to TM and Operations Manager.
  • Compile and provide analytical outputs to compile program technical reports.
  • Create and integrate graphics in reports and information products to help visualize data in a meaningful way.
  • Participate actively in the improvement of the Information Management System according to project and management needs.
  • Support integration of Washington group questions into partners’ information management tools.
  • Conduct regular field process monitoring, quality assessments and data validation. Provide feedbacks and recommendations for timely improvements.
  • Ensure confidentiality and security of data management according to HI standards.
  • Actively participate in planning and facilitating knowledge sharing and learning activities including project reviews and learning events.

Responsibility 4: Demonstrate ethical, safe, secure and professional practices

  • To show professional ethics, respect and promote Humanity & Inclusion mandate and values at all times
  • To respect the Humanity & Inclusion protection of children policy, the protection of beneficiaries from sexual exploitation and abuse policy, the anti-fraud bribery and corruption policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
  • Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team
  • Know, understand, apply and respect HI security rules and make sure they are known, understood and applied by her/his team
  • Ensure the strict application of the rules including the code of conduct;
  • Demonstrate ethical and professional practice;
  • Report any incident in which s/he’s involved/witnessed immediately;
  • To report any incident or act that causes any harm to beneficiary or to others

Responsibility 5: Respect HI identity, rules, and policies

  • Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team
  • Know, understand, apply and respect HI security rules and make sure they are known, understood and applied by her/his team

 

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree within fields of Statistics, Information Management, Social Sciences, Demography, Population Studies, Development Studies and other related fields.
  • Post Graduate Diploma in Project Monitoring and Evaluation.
  • Training in at least one statistical data analysis program: Survey CTO, Kobo, ODK, SPSS, STATA, Excel is an added advantage.
  • Two years of experience in a monitoring and evaluation role. Involving design of tools, implementation, analysis and research.
  • Experience of analysing both quantitative and qualitative data and drawing appropriate conclusions.
  • Experience developing databases, making data entries and cleaning of data.
  • Experience writing reports.
  • At least two years’ experience working with disability inclusion related projects.
  • Experience managing project information systems.
  • Experience of supporting and promoting learning and action in an organizational context.
  • Experience in setting up an accountability system.
  • Experience working in multi organisational context, with partners, stakeholders and beneficiaries.
  • Familiarity identifying and compiling project: lessons learned success stories and case studies.
  • Use of participatory research approaches
  • Capacity building, training and coaching skills
  • Languages: English spoken and written. Regional languages (Lugbara, Luganda etc.). Settlement languages (Kakua, Juba Arabic etc.)

 

Personal Qualities:

  • Ability to work under high pressure.
  • Ability and willingness to regularly travel to field sites.
  • Strong interpersonal and intercultural skills
  • Good communication and networking skills
  • Strong interest in the fields related to HI mandate
  • Strong result oriented with ability to challenge existing mind sets.
