About URA:

The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.

 

Job Summary:  The Supervisor Human Capital Development will mainly monitor the Implementation of the Human Capital Development function in the Domestic Taxes Department to ensure conformity to the labour laws and the Human resource Policies

 

Key Duties and Responsibilities: 

Guide the compilation of statistics to support the manpower projections for the Domestic Taxes Department to guide the talent sourcing function

  • Study the updated staff list to determine the staffing levels across all Divisions in Domestic Taxes.
  • Maintain an updated Departmental organizational chart and make extracts of Divisional structures as and when requested
  • Analyse the staffing levels across ranks and Divisions to establish the staffing gaps on a monthly basis and submit to DT manager for review

Monitor and support the adherence to the Human Resource Policies and procedures across the Domestic Taxes Department to ensure conformity to the labour laws

  • Develop and provide management tools to Section Heads to guide them in daily workforce management
  • Coordinate the management of staff leave in the Domestic Taxes Department and support the HR team in capturing the correct leave position at all times.
  • Implement the grievance and disciplinary procedures within the Domestic Taxes Department.
  • Lead the Coordination of Performance Management activities for Domestic Taxes Staff in liaison with the Human Resource Division

Support the implementation of Staff Development initiatives to improve staff skills in Domestic Taxes Department.

  • Present Departmental Training needs to DT senior Management for approval before submitting to the HRD team
  • Coordinate the Development of the training planner for DTD
  • Guide the Scheduling and coordination of departmental trainings, workshops, conferences and meetings.
  • Lead the planning and implementation of On-Job Trainings and other knowledge management initiatives across the department.

Provide HR advisory services to both Staff and senior Management of Domestic Taxes Department to maintain good employee relations

  • Conduct job matching to inform DT Management in deployment rotations and attachments of DT staff to support business continuity in the Departments
  • Conduct Exit interviews and advise DT Management on the remedies to curb staff attrition
  • Provide counselling to Domestic Taxes Staff in respect to their personal challenges on a case-by case basis
  • Provide technical advice to staff and senior Management of Domestic taxes Department on the implementation of the human resource policies

Plan and manage the performance and development of staff under jurisdiction so as to improve their productivity

  • Plan and budget for resource requirements in the business Unit and monitor the usage to ensure efficiency
  • Develop and monitor a Business Unit Work plan and develop performance agreements with all the staff under supervision
  • Monitor staff performance and provide guidance and periodic feedback for performance improvement
  • Assess the training and development needs of staff under supervision and recommend appropriate interventions
  • Provide coaching and mentoring support to staff under jurisdiction
  • Initiate and implement activities/programs intended to create and harness teamwork in the business Unit
  • Implement succession planning and any other staff related programs as introduced and approved in the organization
  • Create and maintain a working atmosphere that fosters creativity and innovation in the team

 


Qualifications, Skills and Experience:

  • The applicant for the Uganda Revenue Authority (URA) Supervisor Human Capital Development job opportunity must hold a
  • A Bachelor’s degree in Human Resource, Organizational Psychology, Social Sciences, Social Work and Social Administration (SWSA) and any other related relevant field from a recognized University.
  • At least three years’ experience in Human Resource practice in a reputable Organization
  • Good understanding of the Labour laws applicable in Uganda and current HR trends
  • Good understanding of the URA Human Resource Management Manual
  • Excellent Communication Skills with the ability to clearly communicate at all levels Strong Leadership skills with ability to lead and coach subordinates
  • Ability to Make Decisions – make quick, calculated, cost-effective, and fact-based decisions
  • Customer focus with ability to establish a cooperative, working relationship with all internal stakeholders
  • Analytical and problem solving skills
  • Proven integrity- must be ethical, fair, and value each team member’s occasional challenges to their authority
  • Possession of strong negotiation and networking skills
  • Resilience with the ability to multi-task

 

Desirable Requirements

  • Additional training in HR related Courses
  • PGD in HR or HR Certification course
