About URA:

The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.


Job Summary:  The Officer International Taxation  will mainly review related party transactions (cross border and domestic) to enhance compliance with the arm’s length Principle (Section 90), Transfer Pricing Regulation (2011) and analyse international payments for compliance with Income Tax Provisions and Tax treaties.


Key Duties and Responsibilities: 

Conduct the Risk Assessment process to determine taxpayer compliance with transfer pricing regulations and International taxation provisions.

  • Conduct the risk assessment of related party transactions to identify taxpayer for the Transfer Pricing Record Review.
  • Conduct the Transfer Pricing Record Review in order to determine cases for in depth audit (Transfer Pricing Risk Assessment – TPRR).

Conduct Transfer Pricing Records Reviews (TPRR) for assigned cases.

  • Initiate Transfer Pricing Record Reviews
  • Review Transfer Pricing Record documentations submitted by taxpayers
  • Prepare Transfer Pricing Record Review report with recommendation on way forward

Conduct transfer-pricing audits under the Supervisor’s leadership to ensure there are no revenue leakages.       

  • Review of financial statements & Management accounts.
  • Gather information about the Industry / industrial analysis.
  • Gather information about the companies involved in related party transaction.
  • Perform a financial analysis of the related parties
  • Review the transfer pricing reports to identify and understand the related party transactions.
  • Review Job roles & performance evaluations.
  • Prepare functional interview questionnaires.
  • Conduct functional interviews.
  • Establish the functional profiles of the related parties.
  • Perform an economic analysis including selecting the most appropriate transfer pricing method and conducting a benchmarking study.
  • Validate taxpayer’s submissions with exchange of Information (EOI) requests where necessary.
  • Prepare position paper, Transfer Pricing report including transfer-pricing adjustment.
  • Raise assessments
  • Participate in Transfer pricing case resolution, settlement negotiations or Mutual Agreement Procedures (MAP).

Provide support to other business units, divisions and departments on International Tax and transfer pricing related matters.

  • Prepare opinions to other departments or business units on international tax and transfer pricing related matters

Recommend policy changes and amendments to tax provisions.

  • Identify and propose areas in the tax laws relating to international taxation that require amendment
  • Propose international best practice in International Tax that can be adopted.


Qualifications, Skills and Experience:

  • The applicant for the Uganda Revenue Authority (URA) Officer International Taxation job opportunity must hold a bachelor’s Degree in law, Accounting, Economics, Statistics or business related courses from a recognized academic institution

Desirable Requirements

  • Full/ partial professional qualifications in any of the following; Taxation, Accounting, (ACCA, CPA, Advanced Diploma in International Tax (ADIT).
  • Training in any of the areas; data analysis, audit and research.
  • Experience in Tax related audits.
