About BAHIA Project:

HI Uganda Mission with funding from Directorate-General for Development Cooperation and Humanitarian Aid (DGD), is going to implement the BAHIA project (Agile response by the Belgian Alliance for Humanitarian International Action to control the spread of COVID-19 and mitigate its multi-dimensional effects on humanitarian crisis) in West-Nile settlements of Imvepi and omugo extension. BAHIA is a consortia project comprising of 7 organisations of OXFAM which is the lead, PLAN, Belgian Red Cross/Flanders RC, MDM, Caritas, HI

BAHIA will contribute to the preparedness and response to the primary and secondary impacts of COVID-19 by promoting public health and supporting the protection of vulnerable populations from contamination to COVID-19 as well as increased protection risks while restoring their dignity and capacity to meet their basic needs.

 

Key Duties and Responsibilities:  Under the supervision of the HI’s BAHIA Technical cash officer and in coordination with the technical support of the HI

Technical Unit and the project manager, the cash Officers will;

Project planning, implementation and Coordination of CVA activities.

  • Contribute to the development of CVA strategy, implementation plan/work plans, procurement plans and updates and reports
  • Support validation of beneficiaries’ data and ensure its updated on monthly basis.
  • Undertake planning of CVA field activities with internal and external stakeholders.
  • Contribute to CVA related field work including community mobilization of beneficiaries, beneficiaries’ identification, beneficiary’s trainings/sensitizations and registration, cash disbursement and monitoring.
  • Work closely with prequalified provider for mobile money, banks and aggregator to enhance delivery of service target beneficiaries.
  • Ensure beneficiaries are targeted using the Disability, gender and age (DGA) policy and the vulnerability criteria.
  • Prepare CVA monthly cash forecast and submit this on time to finance and logistic department for action.
  • Coordinate payment procedures, documentation and reporting to ensure accountability to HI and the donors.
  • Ensure CVA administrative procedures such as preparation of payment schedules, and other documentation are executed on time and in line HI internal procurement procedures.
  • Adhere to policies/procedures related to safety for specific CVA activities in consultation with operations and logistic departments.
  • Support development and use of technology in delivery of Multipurpose cash (MPC) to project beneficiaries.

Project reporting and compliance with donor timelines

  • Prepare and submit weekly field reports incorporating CVA activities progress, lessons learnt and success stories.
  • Contribute to effective reporting of project activities and monitoring and evaluation for both internal and external use in coordination with other project staff.
  • Working closely with cash technical officer and HI’s finance department, ensure financial reporting is done in accordance with budget and reporting timelines.
  • Support development and review of CVA tools and templates to capture data needs for MPC.
  • Ensure security and confidentiality of beneficiary’s data at all times across all platforms.

Project monitoring an evaluation

  • Support CVA data collection exercise in collaboration with M&E officers
  • Support monthly review beneficiary’s data to ensure that its reflect the aspiration of the project.
  • Constantly review CVA activities data and share findings with technical cash officer and the project team.
  • Support reconciliation between CVA project activities and financial service providers.
  • Support documentation of project interventions to enhance learning/knowledge management.

Respect HI identity, rules, and policies

  • Demonstrate professional ethics, respect and promote Handicap International mandate and humanitarian principles at all times
  • Respect the Humanity & Inclusion protection of children policy, the protection of beneficiaries from sexual exploitation and abuse policy, the anti-fraud bribery and corruption policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
  • Report any incident or act that causes any harm to beneficiary or to others
  • Contribute to the definition and/or update of security framework at field level
  • Observe at all times strict commitment to Humanity & Inclusion Security & Safety regulations as per procedures in place at mission level
  • Support internal information dissemination to relevant focal persons at mission level aiming at reinforcing security and safety of Handicap International staff and assets
  • Participate in security meetings upon the line manager request and report relevant information to the appropriate persons.

 


Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s degree in a relevant subject or equivalent field of finance, business administration, logistic and or social works.
  • At least two years of practical experience in Cash transfer programming
  • Minimum 2 years’ practical experience in Cash transfer budget management
  • Operational experience in implementation of CVAs or cash transfer programmes.
