About US:

Caritas Switzerland
(CACH) has formed a consortium with Agency for Accelerated Regional Development
(AFARD) and IUCN to implement a 3-year project in Yumbe District, West Nile,
Uganda – the “Graduating Refugees and Nationals into self-Development (GRAND)
Project”. The graduation approach technical support to this project is provided
by the BOMA Project, Kenya. The project is a multi-sectoral intervention that
includes child protection, livelihoods and sustainable natural resource
management (NRM) components.

 

The project employs
a holistic approach to strengthen the resilience of vulnerable refugee and host
community households with children and youth at risk of living and working in
the streets through addressing root drivers of why children live and work in
the streets. The project thas three outcome areas including:1)Strengthening
community-based structures to support children’s rights and protection; (2)
Strengthening the resilience of vulnerable households using the Graduation
approach; and (3) Promoting sustainable natural resource management as a basis
for sustainable livelihoods.

 

Job Summary:  Under the overall supervision of the Senior
Programme Officer will support an integrated and holistic implementation of the
Natural Resources Management (NRM) component of the project in tandem with the
graduation approach of the child protection and livelihoods components of the
project. The officer will directly support the overall coordination, management
and implementation of the Graduating Refugees and Nationals into
self-Development (GRAND) Project. This will include the following general
responsibilities:

·       
Ensuring
that project activities are implemented on track and contributing to the timely
achievement of the project’s deliverables.

·       
Providing
technical inputs and guidance into the outputs of the projects under the
guidance of the Senior Program Officer.

·       
Collating
information on a regular basis from the project components and prepare project
reports, technical series and other innovative communication materials as
appropriate.

·       
Maintaining
very close working relationships with District Local Governments, Civil Society
and Private Sector Organisations in the region as well as linking with local
opportunities in the region

 

Key Duties and Responsibilities:  

Project management,
administration and implementation;

·       
Organise,
supervise and support the implementation of the NRM component activities of the
project, including those implemented in collaboration with AFARD and BOMA.

·       
Managing
projects’ budgets according to the work plan, and in accordance with IUCN
accounting procedures and CARITAS reporting guidelines.

·       
Identification,
training, supervision and mentoring of Refugee Settlement Leaders/Extension
Workers for the implementation of the project.

·       
Organisation
and implementation of workshops, seminars and training activities, and
providing technical guidance and logistical support to these events.

·       
Coordinating
and working with District Local Governments, Civil Society and Private Sector
Organisations in the area in the implementation of the projects’ activities.

·       
Contributing
to the implementation of cross-district, national and other related project
assignments when required by the job direct and functional reporting lines.

·       
Providing
monthly updates on the project to the Project Implementation Team with support
from the Senior Program Officer.

Project planning,
assessment and reporting;

·       
Drawing
up of detailed budget and activity plans.

·       
Preparation
of technical and financial reports, according to the project’s agreements and
internal institutional monitoring requirements.

·       
Facilitating
project monitoring and evaluation processes.

Technical support
and guidance;

·       
Providing
technical input into workshops, meetings and reports that pertain the project
under the guidance of the Senior Program Officer.

·       
Contributing
to national and sub-national discussions and debates relating to the project,
and such other matters on emerging issues relating to the project
implementation.

·       
Ensuring
quality regarding the engagements as well as deliverables at National and sub
national level.

·       
Providing
support in the implementation of other related projects to strengthen synergies
and linkages

Networking,
relationship building and communications;

·       
Facilitating
and supporting the development of strategic communications’ products and
contributing to the effective presentation of project experiences and lessons
learned with the technical assistance of the Senior Program Officer.

·       
Convening
planning and coordination meetings for key project partners on a regular basis.

·       
Developing
and maintaining close working and communications relations with existing
relevant national and regional networks.

·       
Building
relationships and coordinating activities with staff and other implementing
organizations of the project, both at local, district, regional and national
levels.

 


Qualifications, Skills and Experience: The position requires a professional with at
least seven years’ experience in field level implementation of integrated
development and sustainable natural resource management projects. The following
specific qualifications are required:

·       
The applicant
must hold a Bachelor’s degree in a field relevant to environment and natural
resources management.

·       
At least
7 years’ work experience in managing and coordinating projects within the
environment sector.

·       
Proven
experience in participatory natural resource planning and management.

·       
Proven
ability to organize and facilitate multi-stakeholder participatory processes.

·       
Proven
ability to undertake community level demonstration activities on natural
resource management and livelihood enhancement.

·       
Demonstrated
capacity to work in a multi-disciplinary, multi-cultural and multi-partner
environment.

·       
Proven
ability in project management and administration.

·       
Ability
to communicate with different partners and stakeholders

·       
Fluency
in English and knowledge of languages spoken in the project area is an added
advantage

·       
Demonstrated
skills in computer literacy, technical report writing and communication

·       
Possession
of driving licence and ability to ride a motorcycle

·       
Demonstrated
ability to work with government agencies, research institutions and NGOs

·       
Demonstrated
ability to work in a team
