Job Summary:  The Program Accountant will provide technical
expertise and support in budgeting, reporting and accountability, risk
management and overall support to the country programme.

 

Key Duties and Responsibilities:  

Financial Reporting
and Accountability

·       Prepare and share monthly financial reports
with the programme team

·       Maintain an up to date reporting matrix and
ensure that the quarterly, bi-annual and annual reports are submitted to the
donors in a timely manner

·       Participate in periodic program review
meetings

Budgeting and Forecasting:

·       Provide technical support and guidance during
preparing the annual budgets

·       Ensure board approved and operational budgets
are uploaded into the system in a timely manner and performing quarterly
revisions on the operational budget as required

·       Review the quarterly and month work plans and
ensure these are approved in a timely manner to aid implementation of
activities

·       Participate in the preparation of donor
proposal budgets

·       Preparation of monthly and quarterly call
downs for consolidation and submission to HQ

·       Provide technical support in revising budgets
as proposed by the programme team

Risk Management

·       Monitor project cash balances on a regular
basis and ensure no project is reporting a cash deficit

·       Monitor staff debtor balances and ensure
these are maintained as current at all times

·       Conduct regular field visits and keep the
finance manager informed of all situations which have the potential to
negatively impact internal controls or financial performance.

·       Support in implementation of internal
controls of the organization as per policies in place.

Staff Capacity
Building:

·       Facilitate and provide training, technical
support and guidance to Assistant Accountants in the areas of budget
preparation and monitoring, budget revision, and reporting.

·       Regular review meetings with program staff to
discuss ways of improving performance

·       Orientation of new staff in the finance
processes/guidelines as and when required

Audit Support:

·       Participate in internal, external and project
audits by providing auditors by providing the necessary information as
requested and explanations for any audit queries.

·       Support the finance manager in the follow up
of audit recommendations

 


Qualifications, Skills and Experience:

·       The ideal candidate must hold a Bachelor’s
Degree in Accounting or Finance option

·       Full CPA, ACCA or other internationally
recognized accounting qualification

·       At least three (3) years of working
experience in the accounting/finance department of an international NGO

·       MUST have experience in budget monitoring and
financial reporting for USAID grants

·       Familiarity with NAVISION accounting system
will be an added advantage

·       Good analytical skills and ability to present
and report findings verbally and in writing
