not-for-profit child health and development organisation affiliated to the
Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a
Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres
of Excellence and international program offices in 11 countries across Africa
and Eastern Europe.

 

Job Summary:  The HSS Specialist will develop and implement
systems, policies and procedures to ensure Health Systems Strengthening (HSS)
at UNICEF supported districts and ultimately contribute to improved health
service delivery.

 

Key Duties and Responsibilities:  

·       
Develop
and monitor the implementation of HSS work plan & budget in line with the
district & MoH plans and budget.

·       
Develop
and maintain a competent & motivated HSS staff in the UNICEF supported
districts and health facilities (HFs) through regular mentorship in line with
the Baylor Uganda Human resources manual and Uganda employment act.

·       
Provide
technical support to establish/strengthen and maintain functional health
systems in supported districts in line with MoH guidelines for MNH.

·       
Periodically
assess sites for capacity gaps and progress on key HSS indicators and make
recommendations to inform intervention for improved service delivery in line
with MoH guidelines.

·       
Support
initiation and monitoring of relevant QI projects to respond to identified HSS
service gaps in line with MoH guidelines.

·       
Provide
technical assistance to district teams to establish/strengthen planning for
health services in line with MoH Planning guidelines.

·       
Develop
and strengthen partnerships & networks with districts, CBOs, NGOs and other
influential groups for a coordinated and harmonized response for improved HSS
outcomes.

·       
Provide
technical support during the development of periodic performance targets for
HSS in ‘district/HF’ PMPs and cluster PMPs, monitoring implementation and
harmonized reporting with other project activities by the cluster and district/HF
then produce periodic reports to key stakeholders in line with Program
objectives.

·       
Participate
in HSS proposal writing for sustainability or continuity and in HSS related
operational research through development of abstracts, manuscripts and case
reports and disseminate findings in journals and other fora in line with
Baylor-Uganda research guidelines

·       
Provide
technical and administrative supervision to the cluster team in line with the
Uganda policies.

 


Qualifications, Skills and Experience:

·       
The job
holder should preferably hold a Master’s in public health with a background of
Bachelor of Medicine and Bachelor of Surgery, with health systems management
training.

·       
At least
three years’ experience in HSS programing with a reputable NGO, and direct
experience working with government and donor representatives

·       
Have key
personal competences in team and communication skills, Must be dynamic,
Persuasive &convincing, self- motivated and able to demonstrate high
initiative.
