Job Summary:  Reporting to the Programs Coordinator, the
Gender Based Violence and Protection Technical Coordinator will provide overall
strategic technical direction, management and programmatic leadership to Alight
Uganda’s programs and initiatives for protection of displaced persons, refugees
and host community. Specifically, the Coordinator will work closely with the
Senior Program Coordinator, all members of Alight’s Technical Program Team
Coordinators, Programme Managers, Grant and Business Development team, and
Senior Management team and sector leads to implement within the context of a
comprehensive protection approach, inclusive of GBV prevention and response,
child protection, MHPSS among others. He or she will have lead responsibility for
the strategic development of donor and partner relationships; for ensuring
effective collaboration with donors and partners based on ALIGHT principles,
capacity strengthening support to staff and ALIGHT partners.

 

The GBV/Protection
TC will also work to expand and strengthen protection programming by ensuring
protection is mainstreamed in all sectors.  
The GBV/Protection Coordinator will be responsible for the overall
quality implementation of all aspects of an integrated response combining
information sharing, access to rights and entitlements, protection monitoring,
risk reduction, vulnerable case identification and referrals and specialized
programming for women and children.

 

The incumbent will provide
overall strategic technical direction, management and programmatic leadership

Key Duties and Responsibilities:  

Technical Support
and Leadership

·       
Provide
leadership and overall technical and management oversight to ALIGHT Uganda’s
protection programming.

·       
Lead
efforts, in conjunction with all protection staff and technical teams, to
provide guidance and technical support to field sites that will result in
development and implementation of high-quality protection programs that make a
measurable impact.

·       
Provide
and strengthen tools to support integration of protection in Alight’s approach,
focused on local partnerships and community leadership.

·       
Monitor
international best practices in protection, represent ALIGHT at relevant fora,
and serve as a thought leader within and outside of ALIGHT on innovative
community-based approaches aimed at increasing protection of refugees and
displaced communities and host communities.

·       
Develop
strong supportive relationships and mentorship systems (as appropriate) and
provide regular program and technical support, information, and assistance to
programs.

·       
Lead and
support the development of Protection related proposals including developing
assessment tools, program design, hiring technical staff, planning, monitoring,
and evaluating field programs.

·       
Monitor
ALIGHT’s relevant field programs through regular telephone calls, field visits,
report reviews, email communications, and other methods to ensure that they
adhere to best practices and guidelines.

·       
Work
with other members of the programme team to define and strengthen the strategic
direction of ALIGHT’s Protection interventions. Meaningfully engage local
partners and community members, particularly women and girls, in all aspects of
design, Implementation and monitoring for inclusive programs

·       
Support
Alight Uganda to rethink its commitment to strengthen inclusive participation
and support of all members of the community we serve.

·       
Working
closely with sector leads (Child Protection, GBV, MHPSS and others) ensure
ALIGHT’s ongoing integrated protection program reflects standards for best
practice, quality, and innovation, and are responsive and adapted based on
monitoring data to ensure implementation modalities remain context- and
need-appropriate. In collaboration with the field, program development and
technical teams, draft concept notes and proposals.

·       
Ensure
that ALIGHT field programs have appropriate, relevant, and up-to-date
materials, tools, resources, and templates for documenting and monitoring field
activities.

·       
Coordinate
with the ALIGHT’s Global Protection Advisor and participate in all ALIGHT’s
global protection processes and sessions.

·       
Increase
and enhance program monitoring and evaluation, and determining impact, wherever
possible, including the use of standard indicators.

Program Delivery

·       
Overall
implementation and quality of the Alight’s Protection activities and staff.
This includes coaching, ensuring co-ordination between staff, in various
geographical areas, recruiting, and developing staff capacity.

·       
Advocate
for adequate resources to be allocated to the program to conduct an efficient
and effective implementation of protections activities.

·       
Design a
systematic referral mechanism for actors providing assistance to vulnerable
populations;

·       
Undertake
protection monitoring activities; including conducting interviews and visits to
the field;

·       
Monitor,
analyse and report the protection conditions for refugees and other persons of
concern;

·       
Enhance
the quality of protection programming throughout the project cycle.

·       
Provide
overall budget monitoring, financial review and control including compliance
with Alight and donor requirements.

·       
Guided
by the inter-agency protection guideline, the Sphere Handbook and ARC
protection tools continuously monitor and develop relevant accountability
initiatives in the field as well as strengthen efforts to document the impact
of the protection activities and Alight’s presence.

·       
Provide
linkages with protection counterparts in other humanitarian organizations,
local actors and within government structures.

·       
Working
in close consultation with HR Coordinator, ensure Alight staff adheres to the
humanitarian and Alight principles, Code of Conduct, child safeguarding, PSEA.

Donor
Relations/Program Development/Advocacy

·       
Develop
and maintain relationships with key institutional donors and potential
partners, including the UN agencies, and NGO representatives, specifically
focusing on Protection, among others. Cultivate new potential donors and
support field staff in developing their donor outreach capacity.

·       
Expand
ALIGHT’s recognition among donors by finding opportunities to raise awareness
of ALIGHT’s work.

·       
Respond
to donor inquiries, facilitate donor contacts, and provide country Office and
the fields with timely and relevant donor information related to ALIGHT’s
Protection programs.

·       
Share
any donor-related information regarding program development opportunities and
recommend areas for ALIGHT interventions.

·       
Support
the collection and development of appropriate ALIGHT Protection-related
program/activity information, advocacy backgrounders, and reports for donors,
and the public.

·       
Participate
and actively and lead ALIGHT’s engagement in relevant working groups, advocacy
initiatives, task forces, coordination activities, and committees convened by
the Inter-Agency Standing Committee, donors, coalitions, and others concerning
GBV and those working to strengthen action related to SEA, Protection, GBV, and
GBV Coordination.

·       
Participate
in other relevant meetings, representing ALIGHT’s programs, and giving
presentations about ALIGHT’s work.

Monitoring,
Evaluation and Learning and program coordination support

·       
Provide
program leadership, support and supervision for projects related to Protection,
as required by grant obligations.

·       
Liaise
with donors and ensure protection reporting requirements are met.

·       
Support
the Programs to write protection related periodic reports and/or updates for
donors, internal and external use.

·       
Ensure
sharing of information and lessons learned among ALIGHT’s Protection and other
program staff.

·       
Facilitate
communication, coordination, and collaboration among and within protection and
between program sectors.

·       
Lead
efforts to arrange and organize ALIGHT Protection events, such as workshops and
conferences.

·       
Help to
mainstream Protection into all ALIGHT programs through technical guidance,
trainings, and sharing update tools and resources.

·       
Support
people managers to manage and mentor Protection staff as appropriate.

·       
Lead the
development of the Monitoring, Evaluation and Research Framework for the
thematic area; develops quality TORs for evaluations, baselines and research.

·       
Keep
track, in collaboration with MER team, on the outcomes, indicators, milestones
and targets of all protection related programs and consolidate the progress for
the Quarterly and Annual Reports.

·       
Evaluate
the implementation of Alight protection activities and draft recommendations
for improved program design and implementation

·       
Disseminate
learning as appropriate among Alight staff, partners and other stakeholders

·       
Monitor
the timely implementation, financial management and reporting of all protection
related programs and in compliance with donor requirements.

·       
Ensure
timely submission of all Protection program reports, quality of data and proper
archival of information.

·       
Conduct
regular meetings with Protection staff, other program staff and community
members to assess progress toward protection related program objectives,
discuss issues and assist in finding solutions to challenges identified.

·       
Maintain
updated budget and indicator tracking tools to monitor progress of Protection
implementation in Alight Uganda Program.

 


Qualifications, Skills and Experience:

·       
The
applicant must hold a Master’s degree in relevant field (public health, social
work, development studies, humanitarian affairs, or related social sciences
disciplines).

·       
Demonstrated
5 – 7 years professional experience in humanitarian settings, including at
least 3 years of direct program management of Protection/GBV programs in the
field. Experience with Protection, Child Protection and GBV programming and
implementation is required.

·       
Knowledge,
skills, and experience in providing/leading direct services to survivors of
gender-based violence using a survivor-centered and multi-sectoral approach.

·       
Knowledge,
skills, and experience in implementing primary prevention of Gender Based
Violence

·       
Proven
experience in proposal development including proposal writing and donors
relations

·       
Skills
and experience in report writing 

·       
Experience
in managing teams including remote management, capacity needs assessment and
mentorship / building skills

·       
Experience
managing budgets and finances.

·       
Strong
skills in Microsoft Office.
