About US:

The Uganda Law Reform Commission is an autonomous body of Government
established under Article 248(1) of the Constitution of the Republic of Uganda
and operationalized by the Uganda Law Reform Commission Act, Cap. 25. The
mandate of the Commission is to study and keep under constant review the Acts
and all other laws comprising the laws of Uganda with a view to making
recommendations for their systematic improvement, development, modernisation
and reform.

 

Key Duties and
Responsibilities:
The
Undersecretary as head of the Finance and Administration Department will be
responsible to the Secretary for performing the following duties:-

·       
Ensuring
timely preparation of budgetary estimates.

·       
Monitoring
utilization of released funds.

·       
Managing
support services.

·       
Ensuring
availability, distribution, efficient and effective utilization of logistics.

·       
Ensuring
adherence to Government financial and human resource policies and

·       
regulations.

·       
Ensuring
adherence to Government Procurement and Disposal of Assets policies

·       
and
regulations.

·       
Managing
the Commission’s physical assets.

·       
Over-seeing
issues relating to staff welfare.

·       
Implementing
Government and Commission policies.

·       
Directing,
controlling and coordinating administrative matters.

·       
Coordinating
the development of Commission policies and standards

·       
Regularly
monitoring and evaluating departmental performance.

·       
Any
other duties as may be assigned from time to time.

 


Qualifications, Skills and Experience:

·       
The
applicant must hold an Honours Bachelor’s Degree in any of the following
fields: Arts, Social Sciences, Development Studies, Social Work and Social
Administration, Management Science, Law, Commerce (Management option), Business
Administration (Management option) or a related field from a recognized
awarding Institution.

·       
A
Master’s Degree in any of the following fields: Public Administration, Public
Sector Management, Business Administration, Management Studies or a related
field from a recognized awarding Institution; or a Post Graduate Diploma in any
of the following fields: Public Administration, Management, Development
Administration or a related field from a recognized awarding Institution.

·       
An
Administrative Officers Law Certificate.

·       
Applicants
should have at least ten (10) years relevant working experience at a managerial
level in the Public or Private Sector, three (3) of which should have been
served at the level of Principal Assistant Secretary or equivalent level of
experience from a recognized institution and should have been confirmed in
appointment.

·       
Demonstrable
leadership, planning, organizing and coordinating skills.

·       
Financial
management, policy formulation development and management.

·       
Human
resource management capabilities.

·       
Monitoring
and evaluation skills.

·       
Mobilisation
and prioritisation skills

·       
Integrity
and accountability.

·       
Networking,
innovation, negotiation and public relations skills.

·       
Policy
implementation skills.

·       
Strategic
thinker.

·       
Age: 35 years and above
