About US:

The National Information Technology Authority-Uganda (NITA-U) is an
autonomous statutory body established under the NITA-U Act 2009, The Authority
is under the general supervision of the Ministry of Information Communications
Technology and National Guidance (MOICT&NG). The National Information
Technology Authority, Uganda was established with a mandate to coordinate,
promote and monitor the development of IT in the context of social and economic
development of Uganda.

 

Job Summary: The National Data Protection Director will be
responsible for managing all the office matters as well as act as the focal
point for nationwide planning, development, coordination, management,
continuous monitoring and assurance of matters related to the implementation of
the Data Protection and Privacy Act in conjunction relevant directorates and agencies.

 

Key Duties and Responsibilities: 

·       
Oversee
the implementation for the enforcement of the Act

·       
Maintain
and oversee implementation of the regulations, policies and procedures to
ensure that regulatory compliance is maintained, enhanced and are in accordance
with the Laws and Regulations in force and business practices related to
personal data protection

·       
Lead in
the preparation and implementation of the Directorate’s operational plan and
budgets

·       
Provide
strategic direction for the regulatory compliance requirements for personal
data protection

·       
Establish
and maintain a data protection and privacy register

·       
Cooperate
with national regulatory agencies to promote compliance with the Act

·       
Monitor
and review the legal and regulatory regime, emerging industry trends and
suggest changes to policies and procedures to improve regulation and compliance
of protection of personal data

·       
Ensure
regular interface and reporting to the Board and Office’s key stakeholders on
compliance highlighting emerging issues, potential risks, and audit results in
order to identify strengths and control weaknesses with compliance and plan for
remedial action

·       
Cooperate
with supervisory authorities of other countries, to the extent necessary for
the performance of his duties under the Act, in particular by exchanging
relevant information in accordance with any other enactment.

 


Qualifications, Skills and
Experience:

·       
The
ideal applicant for the  National
Information Technology Authority-Uganda (NITA-U) National Personal Data
Protection Director job must hold an Honours degree in Law and a Post Graduate
Diploma in Legal Practice is a requirement.

·       
Master’s
degree in Law (LLM), Information Technology or other relevant disciplines is a
requirement.

·       
Must
have a valid practicing certificate.

·       
Relevant
Certifications in any of the following: CIPM, CIPP, CIPT, CDPSE, CDPO or
related privacy area is an added advantage

·       
At least
ten years’ experience in a regulatory environment with a reputable organization
of which five years should have been at senior management level

·       
Demonstrated
experience in data protection and privacy matters or any other related field

·       
Influences
organisation, customers, suppliers, partners and peers on the contribution of
own specialism.

·       
Builds
appropriate and effective business relationships.

·       
Makes
decisions which impact the success of assigned work, i.e. results, deadlines
and budget.

·       
Has
significant influence over the allocation and management of resources
appropriate to given assignments.

·       
Leads on
user/customer collaboration throughout all stages of work.
