Accessible health Communication and Education-PACE is a local health
non-governmental organization and remains an affiliate of PSI. PACE is an
innovative, efficient, and impact-oriented organization that works towards
realizing a community of Ugandans empowered to sustain healthy behavior, while
significantly contributing to Ministry of Health in the areas of HIV/AIDS-care
and prevention, TB, Malaria and Child survival, maternal and reproductive
health, as well as access to safe water.

 

Key Duties and Responsibilities:  

Ensure Safe
Business Systems Operations:

·       
Develop
and operationalize project M&E plans in line with donor project designs and
strategic plans.

·       
Develop
and implement critical reflection and learning mechanism including After Action
frameworks and reviews to ensure programs identify and use lessons and best
practices.

·       
Provide
technical leadership in generating information required for internal and
external performance management and donor reports.

·       
Work
closely with PACE teams to develop and optimize a high-quality reliable M&E
System for PACE projects towards effective & efficient performance
management as well as sustainable impact evaluation.

·       
Maintain
a working relationship with MoH and in country donor M&E agencies SITES,
METS, PEPFER etc

·       
Coordination
and collaboration with PACE teams to effectively apply performance monitoring
and evaluation frame works ensuring data collection approaches and monitoring
tools are developed and utilize to improve functionality, applicability, and
accuracy.

·       
Plan and
coordinate data quality assurance, including frequent survey auditing and data
consistency checks.

·       
Design
data analysis in line with the theory of Change and conduct impact data
analysis on PACE’s program outcomes.

·       
Develop
and operationalise M&E standard operating procedures and process monitoring
protocols and provide program quality assessments in line with SOP and program
design.

·       
Supervise
MEL officers and develop capacity in M&E and use of data and reporting
systems e.g. DHIS2.

 

Key Performance Indicators

·       
Timely
and quality data submitted for donor reporting.

·       
UpToDate
standard operating procedures, PMPs and M&E plans, quality control and
assurance plans developed.

·       
Dissemination
of SOPs to staff.

·       
Approved
M&E protocols and data.

·       
High
quality M&E data quality standards meet.

·       
M&E
and research findings reports presentations, papers, and abstracts.

·       
Monthly
qualitative data sets per programs area as per the respective deadlines.

·       
An
inventory of well labelled M&E forms.

·       
Quarterly
data quality reports.

·       
Cleaned
program Data.

·       
Staff
competent in quality control, assurance and data, collection analysis
interpretation management systems (M&E, DHIS, excel).

·       
Data
tables for donor report.

·       
Functional
M&E system developed.

·       
Routine
performance management for M&E team and quarterly critical reflection and
learning Lessons learned, and best practices operationalized annually.

 


Qualifications, Skills and Experience:

·       
The
ideal candidate must hold a Bachelor’s degree in Bachelors of statistics,
Quantitative Economics, Bachelor of Economics, Computer Science, or related
field.

·       
A Post
Graduate training in M&E an added advantage.

·       
A
minimum of five years of relevant experience in M&E in donor funded
projects.

·       
Experience
in data entry, coding, editing, and analysis and report writing is desired with
excellent analytical skills.

·       
Proficient-to-advanced
skills with MS Office suite, Excel, and other data management and analysis
software packages such as SPSS, STATA, EPI-INFO, mobile application eg Open
data kit.

·       
Documented
hands-on practical experience setting up and managing MER systems for health
programs including data quality assurance.

·       
Proven
ability to lead teams and to work under pressure with minimal supervision.
