Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a
Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres
of Excellence and international program offices in 11 countries across Africa
and Eastern Europe.
Job Summary: The M&E Officer will be responsible for
reviewing and implementing M & E management systems and guidelines for
measuring and tracking project performance of the regional referral hospital.
Key Duties and Responsibilities:

Participate
in development and review of project PMP and evaluations;
·
Develop
periodic M&E work plans and budgets;
·
Build
the capacity of health workers in data management and utilization;
·
Collect,
validate, analyse and share periodic results for performance monitoring;
·
Conduct
periodic review meetings and action tracking.
·
Provide
necessary data tools and monitor usage by health workers.
·
Provide
technical support in data documentation;
·
Compile
and submit timely reports;
·
Maintain
a proper filing system for patient records;
·
Provide
technical support to ensure a fully functional UGANDAEMR/POC and all project
health information Systems used by the hospital.
·
Respond
to project data calls. Supervise and maintain a competent & motivated
M&E team
Qualifications, Skills and Experience:
·
The
applicant should preferably hold a Bachelor’s degree in Statistics /demography
/qualitative economics.
·
The
candidate must have at least two years of experience working with national and
PEPFAR M&E systems i.e. UGANDAEMR, DHIS2, OVCMIS and HIBRID; and at least 2
years’ experience in Log Frame Approach in planning, monitoring and evaluation;

candidate must be knowledgeable about PEPFAR Indicators
·
Proficient
in data management and analysis using packages Ms-Access, SPSS, STATA, SQL,
Excel
