Job Summary:  The Programme Policy Officer (Crisis Response/
Partnering- GFA/CBT) will provide support to policy and programme design and
monitoring implementation of activities that effectively meet the food
assistance needs of Refugees and other crisis affected people under the
South-West Area Office in line with Strategic Outcome 1 of the Uganda Country
Strategic Plan. Ensure coordination, management and facilitation of
partnerships in the South-West region.

 

Key Duties and Responsibilities:  

·       Efficiently manage planning of resources
including food and CBT, and programme non-food items and ensure effective
utilization in a timely manner and according to WFP procedures.

·       Enhance the capacity of staff and partners to
strengthen skills, competencies and abilities of the team involved in general
food assistance, through stakeholder/community engagements.

·       Efficiently manage planning of resources

·       Ensure the timely provision of emergency food
assistance to refugees and other crisis-affected populations in South-Western
Uganda, in collaboration with UNHCR, OPM, District Local Governments or other
stakeholders involved in the intervention.

·       Liaise with internal and external
counterparts to ensure effective collaboration; monitor ongoing projects and
highlight potential risks to project delivery.

·       Provide project management support to General
Food Assistance programs ensuring compliance with WFP standards and procedures
and alignment with the wider programs of the Country Office.

·       Facilitate the establishment and / strengthen
programmatic partnerships with government entities, UN agencies, NGOs, and
other operational partners for building of synergies, coherence and
complementarity of programs. Ensure strong collaboration, coordination and
networking in order to identify opportunities, avoid duplication of activities
and create innovations to improve, complement and supplement WFP assistance
programs for the overall realization of self-reliance and resilience.

·       Contribute to the preparation of accurate and
timely reporting on programmes and activities that enable informed
decision-making and consistency of information presented to stakeholders
through monthly, quarterly, annual, operational and ad-hoc reports.

·       Contribute to preparedness actions, such as
early warning, risk analysis and contingency plan make necessary
recommendations; prepare periodic and ad-hoc reports on the progress of
operational projects in the South-West and make recommendations and/or
proposals for improvements in operations.

 


Qualifications, Skills and Experience:

·       The ideal candidate for the United Nations
World Food Programme (WFP) Programme Policy Officer (Crisis Response/
Partnering- GFA/CBT) job vacancy must hold an advanced University degree in
International Affairs, Economics, Nutrition/Health, Agriculture, Environmental
Science, Social Sciences or other field relevant to international development assistance,
or First University Degree with at least 4 additional years of related work
experience and/or trainings/courses.

·       A minimum of five years of postgraduate
progressively responsible professional experience in the relevant field.

·       Demonstrated interest and experiences in
humanitarian and development work, and stakeholder engagement are desired.
Specific technical knowledge of and/or experience in the area of in-kind food,
social protection, cash and voucher transfers is an asset.

·       Prior experience in implementing programmes
and providing input into designing operations, policy discussions and
decisions.

·       Effective cognitive abilities, analytical and
problem-solving skills.

·       Ability to communicate effectively and build
sustainable partnerships.

·       Excellent influencing and communication
skills, both written and verbal

·       Very good training skills, hardworking, calm,
mature, logical, culturally sensitive, result-oriented and interest in
humanitarian development work.

·       Languages: Fluency in both oral and written communication in English. Understanding
of local languages/dialects of the duty station is an added advantage

 

Competencies:

·       Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
variables and contextual factors that affect food assistance problems and
programmes throughout the lifecycle to inform quality programme design or
re-design.

·       Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and
consolidate quantitative and qualitative information from different sources
(e.g., market studies) to inform transfer modality selection and programme
development.

·       Broad Knowledge of Specialized areas (i.e.
Nutrition, VAM, etc.):
Demonstrates
the ability to interpret basic data in the context of WFP specialised fields to
contribute to technical programme design, implementation and monitoring.

·       Emergency Programming: Displays capacity to provide inputs into the
development, implementation and realignment of high quality emergency
programmes.

·       Strategic Policy Engagement w/ Government: Develops thorough recommendations using
multiple inputs (e.g., government counsel, research, own experience) to
strengthen national or subnational entities and government owned food and
nutrition security programmes.
