Job Summary: Under the direct supervision of the Head of
Nutrition & Food Systems, the Programme Policy Officer (Agricultural Market
Support) will provide support to policy and programme activities that
effectively meet objectives of the Agriculture Market Support Portfolio.
Key Duties and Responsibilities:
·
Articulate
strategic direction of the AMS programme, provide on-the-job training and build
competencies of the team members to create an enabling environment for action
and performance
·
Develop,
revise and prioritise the budget for the AMS implementation for the extended
CSP period as well as on an annual basis.
·
Position
WFP as a credible agricultural development partner vis-vis the Government of
Uganda, UN agencies, donors including multi-lateral institutions, as well as
other agricultural
·
development
partners through coordination, capacity support, joint programming and evidence
generation
·
Ensure
that qualitative and quantitative information and data are digitally captured,
analyzed and disseminated to demonstrate programme impact, adjust the programme
implementation, and catalyse the adaptation of AMS-like smallholder development
models in national programmes.
·
Design a
framework of collaboration, including participation in the review and
formulation of national policies and strategies with MAAIF and MoTIC, and support
in forming cooperation with the Ministry of Education and Ministry of Gender to
link agricultural development to national school feeding and social assistance
programmes.
·
Build
strategic partnership with donor projects (USAID, DFID, IA, BMZ projects), UN
agencies and other agricultural players to harmonise targeting and create
synergy in smallholder support.
·
Coordinate
the AMS activity implementation of cooperating partners at the national level.
·
Seek and
strengthen internal programme integration across SOs for effective use of
resources, balanced support to refugees and nationals in refugee-hosting areas,
demonstrated action for the transition from relief to development, as well as
nutrition-sensitive and gender transformative programming.
·
Lead market
systems development activity and link market-off-takers, including medium to
large-scale WFP suppliers to AMS-assisted farmers’ organisations (FO).
·
Identify
opportunities and risk mitigation measures to increase agric. lending and
insurances services to the FOs.
·
Liaise
with the technical team at HQ, RNB and WFP Centers of Excellence for advice,
contribution to corporate learning and documentation and South to South
Cooperation.
·
Develop
funding proposals, write/contribute to internal and external reports and
provide inputs to the overall advocacy, resource mobilization and public
communications of WFP Uganda.
Qualifications, Skills and Experience:
·
The
ideal candidate for the United Nations World Food Programme
(WFP) Programme Policy Officer (Agriculture Market Support) job vacancy
must hold an advanced university degree in agricultural economics/development
studies/economics degree with strong programming and in leadership background
·
At least
10 years of relevant working experience, preferably in agriculture,
agribusiness and agricultural finance in a government agency, development
organisation or private company
·
Prior
experience working across the Program portfolio including VAM/Nutrition.
·
Has led
a Sub Office or a small country/area office programme team or a component of a
country office programme portfolio.
·
Has
engaged in policy discussions and provided input into policy decisions.
·
Proficiency
in Windows MS Office (Word, Excel and PowerPoint)
·
Behavioural
competencies such as Action Management, Client Orientation, Cognitive Capacity,
Innovation, Partnering and Teamwork, marketing, supply chain, negotiation and
sales principles.
·
Fluency
in spoken and written English
Competencies:
·
Programme
Lifecycle & Food Assistance: Displays ability to identify the main hunger problem at the national or
subnational level to design and implement context-specific programmes that
integrate complex analysis and the full range of food assistance tools.
·
Transfer
Modalities (Food, Cash, Voucher): Demonstrates the ability to design, implement, monitor and provide
oversight over effective and efficient programmes deploying different transfer
modalities.
·
Broad
Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret basic
data in the context of WFP specialised fields to contribute to technical
programme design, implementation and monitoring.
·
Emergency
Programming: Displays ability
to translate understanding of programme principles in emergencies and
protracted conflict situations into relevant, effective, and context specific
approaches
·
Strategic
Policy Engagement w/ Government: Develops thorough recommendations using multiple inputs (e.g., government
counsel, research, own experience) to strengthen national or subnational
entities and government owned food and nutrition security programmes.
