Job Summary:  The Programme Coordinator, SRHR will be
responsible for coordinating the UNFPA-supported Sexual and Reproductive Health
and Rights (ISRHR) programme activities at the Ministry of Health (MoH)
reporting directly to the MoH Director of Curative Services and the UNFPA head
of the ISRHR team/ Assistant Representative.

 

Under the overall
supervision of UNFPA Representative and direct supervision of the Assistant
Representative and MoH Director of Curative Services, the SRHR Programme
Coordinator will support MoH in coordinating, planning, implementation,
monitoring, evaluation and reporting of UNFPA-supported activities. S/he will
ensure that the activities are implemented in line with UNFPA’s approach of
‘Delivering an Integrated Package of Rights’ and ascertain that their delivery
is on track, and with utmost effective and efficiency.   S/he will ensure that programmatic and
financial reports are submitted to UNFPA on time and in accordance with UNFPA’s
reporting rules and regulations. S/he will be the liaison person between UNFPA
and MoH, working in concert with the UNFPA’s Implementing Partner (IP) Focal
Point, Finance Focal Point, Finance Liaison Person for MoH and respective Fund
Code Managers.

 

Key Duties and Responsibilities:  

·       
Support
coordination of UNFPA-supported activities under MH, FP, HIV preventions, AYSRH
and GBV Prevention and Response to ensure that their implementation is
harmonised under different MoH departments and divisions resulting into optimal
programmatic effectiveness and efficiency.

·       
Participate
in UNFPA’s strategic and operational (annual) planning exercises for MoH to
ensure that the Ministry’s SRHR priorities are given due consideration during
the planning process and activities allocated to appropriate MoH departments
and divisions.

·       
Follow-up
on disbursement of funds from UNFPA to MoH and from MoH to sub-grantees; on the
requisitions from MoH staff to the Permanent Secretary to ensure timely
approvals including provision of any pre-approval information/clarifications;
and on implementation of UNFPA-supported activities to ensure that they are executed
in a timely manner and according to UNFPA’s expectations.

·       
Support
respective MoH’s departments and divisions, and MoH’s sub-grantees to ensure
timely submission of quality quarterly programmatic and financial reports.

·       
Support
the MoH-UNFPA Focal Person/Director of Curative Services and other relevant MoH
staff to organize coordination/stakeholders’ meetings for UNFPA-supported SRHR
activities/events including the quarterly and annual IP outcome/component
review and planning meetings and ensure that meeting recommendations are
implemented.

·       
Support
the MoH-UNFPA Focal Person/Director of Curative Services and other relevant MoH
staff in coordinating development of implementation of national policies,
strategic plans, guidelines and standards.

·       
Support
the MoH-UNFPA Focal Person/Director of Curative Services and other relevant MoH
officials in preparing relevant managerial and technical documents including
quarterly briefs to the Permanent Secretary on the progress made in
implementing UNFPA-supported activities.

·       
Continually
update UNFPA management team and relevant staff on any emerging factors or
events (including opportunities and challenges) at MoH that could impact on
UNFPA’s programming and provide advisory support to UNFPA on how best to engage
MoH in the quest to consolidate and/or expand UNFPA’s mandate.

·       
Facilitate
knowledge building and results-based change management, through identifying,
synthesizing and documenting good practices and lessons learned on effective
and efficient SRHR programming.

·       
Support
MoH in designing, testing and rolling out of innovative approaches/
interventions to ensure universal access to SRHR preventive, care and treatment
services in the Country.

·       
Participate
in providing support supervision for UNFPA-supported activities and in
developing and following up performance improvement remedial
strategies/actions.

·       
Support
resource mobilization efforts (including identification of MoH priorities,
conducting donor intelligence and proposal writing) for MH, FP, HIV prevention,
AYSRH and GBV prevention and response.

·       
Perform
any other duties as assigned by MoH/UNFPA.

Qualifications, Skills and Experience:

·       
The
ideal candidate for the United Nations Population Fund (UNFPA) Programme
Coordinator, SRHR job opportunity should hold an advanced degree in a medical
or other related field.

·       
Post-graduation
qualifications in project management, monitoring and evaluation or other
related fields is desirable.

·       
Five-years
of professional experience in programming/ project management.

·       
Extensive
national working experience with increasing managerial responsibilities in the
development arena and UNFPA mandate areas, particularly ISRHR.

·       
Experience
in leading/managing knowledge product development and dissemination.

·       
Strong
track record of leadership and management, and proven ability to produce
demonstrable results.

·       
Ability
to build and motivate / lead cross-cutting teams to produce client-oriented
results.

·       
Computer
skills: Proficiency in current office software applications.

·       
Strong
verbal communication and writing skills in English is essential.

·       
Languages:
Fluency in English; knowledge
of other official UN languages, preferably French and/or Spanish, is desirable.
