About US:

The Atomic
Energy Council (AEC) is a government statutory body established by the Atomic
Energy Act No.24 of 2008, Laws of Uganda to regulate the peaceful applications
of ionizing radiation for the protection and safety of the individuals, society
and the environment from dangers resulting from ionizing radiation.

 

Job Summary:  The Senior Human Resources Officer (SHRO) is
responsible for providing support to the various Human Resources functions of
the Atomic Energy Council (AEC). This will include rolling out AEC’s HR
Policies and Procedures in various aspects of human resources management. The
SHRO will work closely with other Senior Management Team to ensure compliance
with AEC administrative standards and with local laws and regulations.

 

Key Duties and Responsibilities:  

·       
Maintain the AEC HRIS database, regularly update employee
information and submit reports periodically.

·       
Establish and maintain policies on staff recruitment,
training, wage structure, promotion and discipline.

·       
Plan, monitor and evaluate the implementation of
performance management process in the various departments and provide
professional guidance inline the AEC HRM manual.

·       
Participate in recruitment, selection, orientation and
on-boarding of staff in line with the relevant laws and the AEC Human Resource
Manual

·       
Participate in strategic decisions aimed at development of
the AEC strategic action plan.

·       
Participate in formulation of department work plans and
budget.

·       
Carry out staff training needs assessment, coordinate and
evaluate staff learning, training and development programs in line with the AEC
HRM manual

·       
Ensure that payroll is timely and accurately managed.

·       
Prepare staff status reports and reviews

·       
Deal with employees’ grievances, disputes and disciplinary
matters and ensure that justice is done

·       
Advise on matters pertaining to personnel and general
administration.

·       
Support the superiors in change management.

·       
Establish, interpret and advise staff on application of
existing Labor Laws, Human Resource policies, regulations, procedures and
administrative directives.

·       
Liaise with Trade Unions on matters relating to labor
relations.

·       
Maintain sound industrial relations and develop effective
communication systems.

·       
Coordinate staff welfare, motivation and relationship
initiatives and other benefit schemes.

·       
Coordinate availability of medical services for employees
under Medical Insurance Schemes.

·       
Provide guidance and counseling to staff in line with AEC
HRM manual.

·       
Maintain and ensure an accessible, central filing system;
ensure orderly archiving of official human resource documents.

·       
Ensure that office buildings and all other property such
as office equipment are properly maintained.

·       
Perform other work-related duties that may be assigned
from time to time by the superiors or any other designated person.

 


Qualifications, Skills and Experience:

·       
The applicant must hold an Honours Bachelor’s Degree
(Second Class Upper and above) in Human Resource Management, Social Sciences,
Social Work and Social Administration, Arts or Business Administration (Human
Resource Management option) or any other related field.

·       
A post graduate diploma in Human Resource Management and
/or a Master’s Degree in Human Resources Management is an added advantage.

·       
At least five years of relevant work experience in the area
of human resources management of which at least three (3) years at a senior
level with a reputable organization.

·       
Good knowledge of Uganda Employment laws

·       
Proven skills in administration and human resources
management.

·       
High degree of integrity and responsibility

·       
Strong interpersonal and communication skills.

·       
Decision making skills.

·       
Discretion and understanding of confidentiality issues

·       
Problem diagnosis & solving skills.

·       
Good analytical and conflict management skills

·       
Leadership skills in managing people and operations.

·       
Mature Judgment, counseling and guidance skills.

·       
Commitment to consistently improving and developing
innovative HR solutions in response to HR challenges.

·       
Conversant with HRIS.

·       
Age: 35-45 years
