The Lotteries and
Gaming Regulatory Board (LGRB) is a body corporate established under the
Lotteries and Gaming Act No. 7 of 2016 to supervise and regulate the
establishment, management, and operation of lotteries, gaming, betting, and
casinos in Uganda.

 

Job Summary: The
Manager Finance and Accounts will be in charge of processing, controlling and
recording revenue and expenditure. Producing financial reports in line with the
law (PFMA) and applicable regulations, instructions and relevant accounting
standards.

 

Key Duties and Responsibilities:  

Preparation of
periodic financial reports
.     

·       
Prepare
annual and half year financial statements,    treasury
management reports, management accounts and cash-flow planning for the Board.

·       
Preparation
of monthly and quarterly financial reports and presentation to management.

·       
Prepare
relevant budget monitoring reports and recommend necessary corrective actions.

Coordinate the
preparation of Budgets         

·       
Coordinate
the development of the Board’s budget and ensure subsequent budgetary control
for the various activities and programmes in line with the work-plan.

Coordinating annual
audit       

·       
Coordinate
the annual statutory audits by the Office of the Auditor General or his
designated representative.

·       
Coordinate
preparation of responses to both internal and external audit issues.

Maintaining an
up-to-date asset register

·       
Ensure
that the asset register is maintained and updated regularly.

·       
Reconcile
the asset register with the ledger

Follow up on
Accountabilities
   

·       
Coordinate
and ensure submission of accountabilities from the different departments for
all funds advanced.

·       
Ensure
that accountabilities are complete and adequately supported in line with the
financial policies and procedures

Analysis of
performance of tax from gaming sector

·       
Projection
of expected revenues from the sector for inclusion into the annual budget and
work-plan.

·       
Analysis
and reporting of tax and non-tax revenue performance from the sector

Procurement of
supplies/ stores
             

·       
Ensure
that the procurement function is managed in accordance with the PPDA Act.

Create and
continually enhance an enabling environment to enable staff in the department
to maximise their performance, innovation and potential.
      

·       
Perform
on-the-Job training through mentoring, coaching and guiding of staff.

·       
Carry
out staff performance appraisal in accordance with Human Resource policy.

·       
Identify
capacity gaps and recommend relevant training and development programmes.

Assessment of
operational risks and development of risk management strategies.   

·       
Develop
a departmental risk register and periodically update it.

·       
Support
Enterprise Risk Management (ERM) roll out and culture.

Other Duties

·       
Perform
all other duties as may be assigned by the supervisor

 


Qualifications, Skills and Experience:

·       
The ideal
candidate should preferably hold an Honours degree in Commerce, Business
Administration, Accounting

·       
Professional
qualification in ACCA or CPA.

·       
Membership
with ICPA (U).

·       
Masters’
degree in Business Administration, Commerce or Accounting or related field is
desired

·       
Five
years of relevant experience of which 3 must have been at supervisory level in
a reputable organisation.

·       
Integrity,
confidentiality and high ethical conduct.

·       
Conceptual,
analytical and problem solving skills.

·       
Excellent
report writing skills

·       
Communication
and presentation skills

·       
Proficiency
in use of computing applications for data analysis and reporting

·       
Innovative
