About US:

The
Government of Uganda (GoU) has since the early 1990s been pursuing strategic
reforms in Public Financial Management (PFM) systems aimed at supporting
Government’s goal of poverty eradication through the achievement of good
governance, sustainable growth targets and a stable macroeconomic environment
as reflected in the National Development Plan and Vision 2040.

 

Government
is implementing the Resource Enhancement and Accountability Programme (REAP) as
the prime framework for implementation of the Public Financial Management (PFM)
Reform Strategy (2018-2023). The overall objective of the REAP is to enhance resource
mobilization, improve planning and public investment management, and strengthen
accountability for quality, efficient and effective service delivery.

 

Key Duties and Responsibilities:  Reporting to the Programme Finance Specialist, the
Accountant will be responsible for:

·       
Analysis of payment requests and reconciliation with
approved documentation including

·       
local purchase orders (LPO) and contracts, among others.

·       
Posting payment invoices into the financial management
system in line with approved

·       
Program framework.

·       
Preparing a summary of LPOs which are overdue with more
than two months in the

·       
system.

·       
Preparing monthly reports on outstanding
payments/obligations including purchase orders and cross-check data captured on
the financial management system against payment records.

·       
Preparing schedule of payments in accordance with approved
policies and procedures.

·       
Ensuring all supporting documentation is attached and
drawn from the appropriate funding source.

·       
Maintaining control records for the contractual payments
and ensuring all payments are

·       
within the contract limits.

·       
Processing payment details in the IFMS and printing the
vouchers.

·       
Maintaining proper and requisite accounting records,
including but not limited to cash

·       
books for all bank accounts.

·       
Filing of all accounts documentation, vouchers, receipts
and bank correspondences, etc.

·       
Working as the project main contact to the bank and among
others, deliver to and pick up from the banks all correspondence including bank
statements and dispatch to the

·       
beneficiaries financial accountabilities.

·       
Providing weekly status on outstanding payments, bank
balances, cash transactions, and banking of the week.

·       
Facilitate the tracking of Assets and updating of the
Assets Register.

·       
Managing program office imprest and ensure proper record
keeping and accountability.

·       
Undertaking other duties incidental to the above as will
be assigned by management from time to time.

 

Key Outputs/Deliverables

·       
Weekly Bank balances reports

·       
Weekly advance management report

·       
Activity Payment schedules

·       
Monthly financial reports

·       
Any other reports requested for from time to time.

 


Qualifications, Skills and Experience:

·       
The applicant must hold a Degree in Accounting, Business
Administration or related discipline from a recognized

·       
University is a requirement.

·       
Must hold an accountancy professional certification e.g
ACCA, CPA, CIMA.

·       
Computer literacy with knowledge in the use of Accounting
Software, Oracle, Navision

·       
and Microsoft Office Applications.

·       
At least three years’ experience in a similar role with a
reputable public organization.

·       
Experience in public sector or donor funded projects is an
added advantage.
