About USAID Project:
The USAID funded
Uganda Health Systems Strengthening (UHSS) activity is a five-year contract
designed to support the improvement in performance of Uganda’s health systems.
The Activity is implemented by a consortium of partners including Palladium
International LLC, BRAC Uganda, the Civil Society Budget Advocacy Group
(CSBAG), Infectious Diseases Institute (IDI), KPMG Uganda, the Panagora Group,
and the Uganda National Health Consumers Organization (UNHCO). The purpose of
UHSS is to improve the performance of Uganda’s health systems through technical
assistance that will improve leadership and accountability for results in
public and private health sectors at the national, sub-national, and community
levels; implement innovative interventions that increase efficient use,
governance, and management of key health system resources including human
resources for health, finance, equipment/infrastructure; and strengthen state
and non-state community health systems that are critical for improved and
quality health services.
Job Summary: Under the direction of the Operations Manager,
the Transport Officer will drive assigned project vehicle daily, as assigned
and/or preapproved by supervisor; including on scheduled field trips,
project-related trips within Uganda and other driving assignments as required.
S/he will ensure cleanliness of assigned vehicle, check assigned vehicle weekly
to ensure that it is operational and safe to drive, and fulfil project
reporting requirements and maintain records, including vehicle logs, vehicle
routing, and vehicle condition.
Key Duties and Responsibilities:

Drive
Project staff members, consultants, and other visitors on Project business.
Provide transportation to and from the airport, hotel, project sites, and other
locations as assigned. Have vehicle ready and on standby at all times.

Follow
and understand the traffic rules according to the country regulation.
·
Ensure
that all passengers wear seatbelts, including the driver himself/herself.
·
Be aware
of security at each point of drop off or pick up and keep staff safe during
journey.
·
Maintain
a record of trips including kilometers traveled, fuel consumed and cost, and
dates of oil changes, all according to establish procedure.
·
Ensure
day to day maintenance of the assigned vehicle such as checking oil, water,
battery, brakes, tires, etc.
·
Pick up
and deliver shipments e.g. packages and documents as assigned.
·
Arrange
for repairs and regularly scheduled maintenance of the vehicle. Obtain price
quotes for the purchase of parts as requested and perform minor repairs on
vehicle as needed.
·
Ensure
that all regulations are following in case of accidents, including reporting
incident to Palladium and proper authorities and submit required paper work.
·
Ensure
that the vehicle has all required registrations/licensing and inspections, and
that necessary documentation is retained with the vehicle.
·
Ensure
vehicle has sufficient amount of fuel, maintain the vehicle’s cleanliness, and
ensure its security for daily use and proper evening and weekend parking at the
office site.
·
Maintain
all safety equipment in the vehicle such as fist aid, spare tire, and repair
equipment.
·
Develop
and maintain good working relationships with all project personnel.
·
Other
duties as assigned.
Qualifications, Skills and Experience:
·
At least
four years of project driving experience required; experience working for a
U.S. company or NGO in Uganda preferred.
·
Valid
Uganda driver’s license and good driving record required.
·
Experience
driving up-country is required
·
Defensive
driving or similar course completion is required.
·
Certification
in mechanics or automobile maintenance preferred.
