About US:

The AIDS Support
Organization (TASO Uganda), an organisation contributing to a process of
preventing HIV infection, restoring hope and improving the quality of life of
persons, families and communities affected by HIV infection and disease.

 

About Project:

TASO is implementing
various projects funded by the US President’s Emergency Plan for AIDS Relief
(PEPFAR) through the Centers for Disease Control and Prevention (CDC), with
guidance from the Government of Uganda, to accelerate epidemic control and
achieve the UNAIDS  95 95 95 targets.

 

Job Summary:  The TB
Technical Officer will provide technical support to project and Health facility
staff, Facility-Community-Based Linkage Facilitators and District Health Teams
(DHTs) to ensure effective linkages and referrals for quality accelerated TB
epidemic control through evidence-based high impact prevention, care and
treatment and support responses in the region.

 

Key Duties and
Responsibilities

·       
Provide
technical guidance related to TB/HIV program strategies and approaches related
to implementation of programs.

·       
Coordinate
the design and implementation of components related to TB and TB/HIV programs.

·       
Provide
technical guidance in TB and TB/HIV management capacity building to health
workers and community TB prevention volunteers and field programs.

·       
Develop
lessons learned from programs and projects related to TB/HIV and apply existing
program and improve the design of new programs.

·       
Provide
programmatic assistance to partners on issues of management and control of
tuberculosis TB/HIV and HIV.

·       
Keep
abreast on current programs in the field of TB and TB/HIV and related
development field by reviewing current literature and stay alert to any
implication of such experience and research for department activities.

·       
Provide
technical assistance to Local Implementing Partners in TB/HIV case
identification, linkages to care and Treatment as well as Retention strategies.

·       
Coordinate
quarterly joint support supervision in collaboration with DHTs and CBOs on
project activities.

·       
Prepare
comprehensive monthly and quarterly reports of all activities carried out as
per the work plan.

·       
Strengthen
linkage to the care system with a stronger focus on TB/HIV case finding and
client indexing.

·       
Design,
monitor and report on key activities related to scale-up of TB & HIV/AIDS
prevention interventions in Soroti region.

·       
Spearhead
mentoring activities for HCWs in relation to TB/ HIV /AIDS prevention services
in the region especially those targeting improvements along the cascade of care
and treatment.

·       
Provide
technical guidance in handling of complicated TB cases.

·       
Promote
Continuous Community Quality Improvement approaches for TB/HIV/AIDS prevention,
care, treatment and support services in Soroti Region

·       
Take
lead in planning related to TB & HIV/AIDS prevention and community linkages
services in Eastern region.

·       
Supervise
and appraise TB/HIV District Project Officers

 

Key Outputs

·       
Technical
assistance (TA) to review the current infection control practices in healthcare
sites and the community in Soroti Region provided

·       
TB
infection control plans and to facilitate TB infection control trainings
developed

·       
Technical
Assistance provided and access facilitated to quality treatment and care for
TB/HIV patients through implementation of guidelines for standardized quality
of care for TB/HIV patients and scale up of other integrated care models

·       
Technical
assistance provided to develop strategies on Programmatic Management of Drug-resistant
TB (PMDT) scale up, adapt training materials, and facilitate planning and
conducting training of health care staff

·       
Participation
in workshops, task force groups and expert committees at district level to
identify policy, technical and programmatic gaps in MDR- B diagnosis and
treatment and infection control ensured

·       
Technical
support provided in distribution and utilization of systems, tools, job aids,
IEC materials as required for improving diagnosis and treatment of TB , TB/HIV
& MDR-TB services, infection prevention, monitoring and supervision

·       
Quality
Improvement approaches in strengthening linkage to care so as to contribute to
ending the TB epidemic by 2035 applied

·       
Monthly
and quarterly stats and narrative reports compiled and submitted

 

Qualifications, Skills and Experience:

·       
Bachelor’s
degree in Medicine and Surgery. A related post graduate qualification is an
added advantage.

·       
Additional
Training: Evidence of having attended specialized training in TB and HIV/AIDS
management.

·       
A
minimum of eight years of experience in providing technical assistance and
mentorship of HCWs in TB & HIV/AIDS prevention and community linkages
within MoH structures and systems

·       
Comprehensive
knowledge and experience in TB and HIV/AIDS management, prevention and community
referral and linkages as per the national community referral and linkages
framework.

·       
Good
working knowledge of TB and HIV/AIDS prevention programs, strategies, processes
and techniques used to plan, develop, implement and evaluate results of
HIV/AIDS programs.

·       
Excellent
communication and interpersonal skills including the ability to work
effectively in a team.

·       
Knowledge
of USG programming policies and regulations, MoH and district procedures and
practices.

·       
Specialized
knowledge and experience in Community Health and stakeholder engagement skills
and attributes

·       
Computer
proficiency in MS Office Applications

·       
Willingness
to work in rural settings

·       
Other
Qualities/Attributes:
Integrity,
Emotional control, Confidentiality and Openness, Team player, Ability to work
under mental and physical stress and Empathy.
