The Aga Khan
Foundation (AKF) is an Agency of the Aga Khan Development Network (AKDN), a
group of private, non-denominational development agencies that share a mission
to improve the living conditions and opportunities for marginalized communities
across some target countries in Africa and Asia. AKF was established by His
Highness the Aga Khan in the Switzerland in 1967 and AKF work in East Africa
started in 1974, in Uganda, AKF operates a multi-sectoral portfolio that
includes I programming in Education, Economic Inclusion, Civil Society, Health
and Early Childhood Development predominantly in the Central and West Nile
Regions.

 

Job Summary:  The Project Officer Yumbe is a core member of
AKF‘s growing portfolio in the West Nile region of Uganda. She/he will be
responsible for promoting AKF‘s Early Childhood Development (ECD) activities
and ensures successful day to day implementation of a one-year project for improved
delivery of integrated ECD care and services in Bidibidi refugee settlement for
boys and girls aged 0-6 and their parent/caregivers. .

 

Key Duties and Responsibilities:  

Implementation

·       
Supports
organizing of project inception meetings for key stakeholders and partners

·       
Works
with consultants to undertake rapid assessments in project sites to establish
status of Health Centres, and all other ECD community service providers

·       
Support
screening to identify children with special needs and equip caregivers with
inclusive education skills through coaching and mentoring

·       
identifies
and selects VHTs tor training

·       
Supports
ECD frontline workers to conduct quarterly and monthly household visits to
promote responsive caregiving practices for children aged 0-3

·       
Follows
up frontline workers to monitor responsive caregiving activities

·       
Organises
training on learning through play with a focus on Toy making for caregivers.

·       
Works
with consultants and community ECD facilities to equip child friendly corners
at the health centres

·       
Supports
activities for improving and equipping the Mother Baby Areas.

·       
Facilitates
implementation of the Community Action Cycle in target communities

·       
Conduct
needs assessments and training of ECD CMC based to identify capacity gaps

·       
Organizes
radio talk shows and sessions for parents on the 22 Key Family Care practices.

·       
Supports
translation and distribution of materials developed by MoGLSD on the 22 family
practices and distribute them widely in the camp.

Project Compliance

·       
Ensures
that project workplans and budgets are developed/submitted to the Program
Manager in time

·       
Works
with MERL Teams to design and deliver baseline and end line surveys to document
stakeholder attitude and practice changes

·       
Develops
well-conceived and evidenced-based learning and documentation resource briefs
on AKF key approaches (Parenting Workshops and; low-cost community-led models)

·       
Keep
abreast of Government ECD policies and directions for improving learning
especially in emergence settings as well as other non—state actor’s interventions
in the district and inform /advise the Program

·       
Manager
and senior management of any actions required.

·       
Supports
drafting of interest stories, lessons learnt, including monthly and quarterly
reports and share with senior management team.

Partnerships and
collaborations

·       
Maintains
good/efficient working relationship with ECD partners including district
authorities, other CSOs, targeted centres and other institutions.

·       
Laisses
with centre management committees to engage parents in the development and implementation
of Centre Child friendly spaces

·       
Maintains
effective networks with all ECD partners including Yumbe local government and
participates in district based for as for promoting ECD

·       
Supports
MoES and District Education Offices to carry out EGD mapping

·       
Participate
in project-wide level and district level regular work planning and
review/reflection

·       
Organise,
coordinate and conduct field visits for district, internal and external
visitors including consultants interested in learning from AKF ECD interventions.

·       
Performs
other relevant duties as and when assigned by the Program Manager.

 

Qualifications, Skills and Experience:

·       
The
ideal candidate must hold a recognised degree in Education, gender, education,
Social Sciences or similar fields with ECD background.

·       
Three to
five years of relevant experience of working on ECD programs

·       
Familiar
with TOT evidence—based models for facilitators and other community Change
Agents/Resource Persons

·       
Good at
mobilising stakeholders and respectfully work with them to develop action
plans, monitor implementation, document and disseminate findings.

·       
Familiar
working with Local Governments to promote education and gender advocacy

·       
Knowledge
of West the local langages preferred

·       
Experience
of working in Multi-cultural and diverse teams including experience oi working
in Refugee Settlement context
