About USAID Project:

The goal of the
five-year, USAID-funded Integrated Child and Youth Development (ICYD) Activity
is for Ugandan children and youth, especially the most vulnerable, to receive
the support and services necessary to lead resilient, healthy, and productive
lives.

 

Key Duties and Responsibilities:  The Institutional Development Advisor (IDA)
is a full-time position reporting to the Chief of Party and is based in
Kampala, Uganda. The Institutional Development Advisor (IDA) will:

·       
Establish
and lead system strengthening and institutional development strategy for the
ICYD Activity;

·       
Provide
oversight and coordination of ICYD’s interventions to strengthen government
systems to improve quality of Early Grade Reading teaching and learning and OVC
service delivery;

·       
Support
dissemination sensitization and of the National Child Policy;  

·       
Support
organizational development needed to transition local partners implementing OVC
activities to direct USAID funding;

·       
Coordinate
high-level targeted technical assistance to the USAID direct OVC funding
recipient organizations;

·       
Identify
and promote national and district level coordination mechanisms, based on
stakeholder analysis and system mapping, including the establishment of the
National ICYD Steering Committee;

·       
Identify
and establish district level mechanisms to promote regular review of ICYD
results and plans;

·       
Work
with District structures to integrate ICYD activities into district plans and
budgets;

·       
Develop
process for establishing and monitoring MOUs between ICYD and local government
authorities including technical ministries;

·       
Develop
strategies to institutionalize continuous professional development practices
established under ICYD (pre- and in-service for teachers and social workers);

·       
Institutionalize
selected practices in data collection, review and use for monitoring and
program improvement at multiple levels (school, community, district, zonal,
national);

·       
Collaborate
with the Private Sector Engagement Specialist in strengthening government
capacity to engage the private sector in long term support to education and
child protection;

·       
Work
with the Pre-Service Teacher Training Advisor to implement and institutionalize
improved practices in Continuing Professional Development for Early Grade
Reading.

 

Please Note: This
position is not eligible for relocation or posting allowances and the salary
will be paid in Ugandan Shillings.

 

Qualifications, Skills and Experience:

·       
The
ideal candidate for the Education Development Center (EDC) USAID project Institutional
Development Advisor (IDA) job must hold a Master’s degree in one or more of the
following: public administration, organizational development, project
management, education, social work, with experience in primary education, child
protection and/or youth development. In circumstances where a candidate
possesses exceptional relevant experience but lacks a graduate degree, relevant
post-education experience will be considered in lieu of a Master’s degree.

·       
At least
twelve (12) years’ experience in teacher development and or social services
systems reform, preferably in Uganda. Demonstrated experience assessing
institutional capacity of a range of stakeholders including national and local
governments, civil society organizations, and faith-based organizations.

·       
Demonstrated
experience in design and delivery of plans for improving capacity and
performance, including targeted Technical Assistance, coaching and mentoring,
and partnerships, within the context of project planning, implementation,
M&E and specific technical interventions;

·       
In-depth
understanding key functional areas that contribute to improved systems,
including collaboration and partnerships, governance, monitoring and
evaluation, contracting, finance and administration as well as quality service
delivery;

·       
Broad
knowledge of Government of Uganda (GOU) structures involved in primary
education, child protection and the roles of the NGO and private sector in both
sectors;

·       
Knowledge
of USAID rules and regulations strongly preferred;

·       
Experience
with United States Government and/or other donor funded projects, including
financial reporting and compliance requirements is desired.

Language:
Fluency in English is required.
