About KIX DHIS2 Project:

Save the Children in
collaboration with the Ministry of Education and Sports (MoES) Basic Education
Department, Health Information systems Program (HISP – Uganda), and the
University of Oslo with support from Norwegian Agency for Development
Cooperation (NORAD) are piloting the use of DHIS2-eEMIS in Gulu, Mayuge,
Wakiso, and Ntungamo districts of Uganda. The project is intended to strengthen
the capacity of ministries of education in Uganda, to adapt open source health
information systems to local and national education sector needs for better
policy formulation, planning and implementation. Timely availability of
reliable data would enable the MoES to better analyze system performance and
make appropriate adjustments.

 

Job Summary:  The Information Management Coordinator-KIX
DHIS2 will coordinate DHIS2 local capacity building at both the central and
district levels, capitalize on SCI national and community level presence to
enhance information management and data use by engaging both MoES and district
education staff and local communities to improve education planning, policy
analysis, and promote stakeholder dialogue on the utilization of data for
improving students learning outcomes

 

Besides coordination
function, the job holder will collaborate with in-country consortium partners
(MoES, HISP Uganda) to test and document the adaptation and utility of an open
source heath information system for district and national levels of the
education system in Uganda. He/she will be seconded to MoES Basic Education
Department to the support partner coordination, collection and management of
education real time data and liaising with MoES planning department for
integration of DHIS2 into Ministry of education Management Information System
(EMIS).

 

Working in close
partnership with Head of Education and HISP Uganda, the job holder will support
the design, organize and conduct capacity building based on DHIS2 project
workplan, participate in the field data collection and in the management of
information collected from schools and district education offices. He/she will
be in direct contact with school leaders and district education officers as required.
He/she will participate in the design of tools and materials for the data
collection and information management.

 

The incumbent will
be functionally accountable to Save the Children as the focal point person on
the consortium during project implementation. He/she may request to take an
active role in technical coordination of the district EMIS meetings, as well as
to attend and/or provide support in specific education or other coordination
mechanisms related to the education sector. On the other side, he/she will be
requested by SCI Uganda from time to time, in agreement with MoES, to support
the conducting of other tasks in relation to his/her expertise

 

He/she will report
to Save the Children Head of Education with dotted line to MEAL Manager based in
Kampala. In order to conduct his/her activities the job holder will work
closely with SCI field staff in Gulu, and Wakiso, in addition to coordination
with local governmental and non-governmental stakeholders working on EMIS.

 

In the event of a
major humanitarian emergency, the role holder will be expected to work outside
the normal role profile and be able to vary working hours accordingly

 

Qualifications, Skills and Experience:

·       
The
applicant for the Save the Children International Information Management
Coordinator-KIX DHIS2 job placement must have experience on international
education development projects

·       
At least
three years’ experience in management information systems

·       
Master’s
degree, preferably in management information systems or statistics

·       
Experience
developing training programs for local staff on EMIS and related skills

·       
Strong
knowledge of MS Access and relational databases, and preferably of Visual Basic

·       
Ability
to communicate clearly and concisely, both oral and written

·       
English
language proficiency required; familiarity with Georgian language preferred

·       
Experience
working with research and information management projects preferred

 

Desirable

·       
Previous
experience in working in education projects with strong coordination skills for
multi stakeholders’ projects

·       
Documentation
experience and skills including taking notes from meeting, minutes, sharing
updates and notifications, making sure that everyone is brought up to speed
with project development

·       
Previous
experience in working with international NGOs or government in management or
coordination role.

·       
Previous
experience in working with district and school level staff
