Job Summary:  The HR Officer – HR Administration will assist
the HR Manager in the proper implementation of key strategic initiatives.

 

Key Duties and Responsibilities:  

Generic
responsibilities (max 10)
These
responsibilities shall be the same for all positions with the same title. The
responsibilities shall be short and essential. Details belong in the Work and
Development plan.

Ensure
adherence with NRC policies, tools, handbooks and guidelines

·       
Implement
delegated support function portfolio according to plan of action

·       
Prepare
and develop status reports as required by management

·       
Ensure
proper filing of documents

·       
Promote
and share ideas for improvement of the support function

·       
Assist
in the planning and delivery of HR activities

·       
Promote
and share ideas for improvement of the HR function

·       
Perform
other duties, as assigned by Line Manager

Specific
responsibilities:
These
responsibilities shall be adapted to the particularities of the job location
and context, phase of operation, strategic focus and type of programme
intervention. This section shall be revised whenever a new employee is hired or
the context changes significantly.

HR
Administration:

·       
Focal
point person for the staff payroll. 

·       
Focal
point person for HR staff files and archiving on NRC filling Tree. 

·       
Focal
point person raising, verifying and calculating allowances e.g. Overtime,
travel claims, end of employment benefits.   

·       
Support
the Country Office in implementing HR initiatives while complying with NRC
standards and the national labour laws. 

·       
Under
supervision of the HR Manager maintain accurate staff data 

·       
Organize
and ensure that newly recruited staff undergo orientation and debriefing
program for staff ending their mission

·       
Centrally
keep track of leave for all staff and advise line managers in order to properly
plan leave for staff 

·       
Support
HR Manager in maintaining an overview staff’s contract end dates and contract
extensions and ensure that notifications are given to the line managers well in
advance.

 

Qualifications, Skills and Experience:

·       
The
applicant for the Norwegian Refugee Council (NRC) HR Officer – HR Administration
job must hold a University degree in Human Resources Management/Management or
related field from a reputable university

·       
Masters in HR or related field is an added advantage.

·       
At least
three years of experience from working as HR officer with INGOs in a
humanitarian/recovery context.

·       
Understanding
of the relevant laws and statutory requirements.

·       
Good
communication and interpersonal skills

·       
Documented
results related to the position’s responsibilities

·       
Basic
employee counseling skills

·       
Service
orientation, Strong organizational and team working skills

·       
Good
cultural awareness and sensitivity

·       
Highly
degree of confidentiality
